International Business & Technical Consultants, Inc. (IBTCI) is a US-based firm that specializes in M&E for USAID, the U.S. Department of State, and other donors. We are currently seeking a Senior Assessment Specialist for an upcoming field-based Assessment of Emergency, Transition, Reconstruction and Development Opportunities in Somaliland, Puntland and South-central Somalia. This assignment is expected to commence in early September, so immediate availability of interested candidates is a major factor for consideration. The assignment estimates 3 weeks of fieldwork in East Africa, as well as additional level of effort for writing of an assessment report which shall be submitted to USAID shortly after completion of the evaluation fieldwork.
Assessment Details
The consultant will produce a report which independently assesses selective requirements, opportunities and challenges for rapid-action activities in the emergency, transition, reconstruction and development sectors of three distinct regions of Somalia: Somaliland, Puntland and south-central Somalia. The report will seek to assess the appropriateness and effectiveness of recent, current and planned USAID and other efforts in these sectors. The assessment will propose a strategy for selective potential future USG emergency, transition, reconstruction and development activities for the three regions. This effort will support new USAID inter-agency initiatives to integrate and strengthen USG efforts to assist in the Somali civil conflict and crisis. Assessment Topics include Somalia Context Analysis, Somalia & the International Donor Community, and USG in Somalia. In carrying out this scope of work, the consultant will use the following methodology:
(a) Consultation in Washington with members of Government agencies, as appropriate. The Contractor will solicit their experience, policy views, suggestions for relevant contacts and literature to be reviewed, and their proposals for potential activities to be assessed.
(b) Consultation in the United States with international and non-governmental organizations, academic experts and others with experience and expertise concerning past and current assistance efforts in Somalia.
(c) Review of essential USG and other documents and literature provided by USAID or obtained independently by the Contractor.
(d) Consultations in Nairobi, Addis Ababa, and Djibouti, and in other locations with various USG officials and with other donor, regional organization, governmental, academic and others with responsibility.
(e) Travel to, and direct field work in urban and rural areas of Somaliland, Puntland and south-central Somalia.
Qualifications
Ideal candidates will possess the following qualifications:
• Graduate degree in a relevant field • Substantial experience with social science research in developing countries, particularly in Somalia and/or East Africa • 15+ years’ experience in international development; • Demonstrated success in designing and conducting assessments and evaluations with diverse stakeholders; • Prior experience evaluating programs in complex, post-conflict, culturally diverse settings required. Prior experience in Somalia strongly preferred; • Excellent report writing skills; • Ability to work independently, and as part of a small team; and • Excellent verbal communications skills.
