The SADC Heads of State and Government approved the restructuring of SADC Institutions at an extra-ordinary summit in Windhoek in March 2001. This entailed regrouping the 21 sectors into four Directorates and centralizing the region's integration agenda to the SADC Secretariat Head Quarters in Gaborone, Botswana. With this came a number of issues relating to Organization Development. To address these emanating issues relating to Organizational Development, a Change Management Team was formed and a "Strategic Organizational Change Management Project" (SOCMP) was designed. One of the seven key result areas of the SOCMP implementation plans was to have appropriate and transparent organizational structures and management systems in place. Since then, SADC Secretariat embarked on the process of developing and strengthening organization structures which are not only strong but robust enough to respond to ever changing environment shaping the integration landscape.
In 2009, Secretariat Management started implementation of a Turnaround Strategy whose focus is to make the administrative and business processes of the Secretariat more efficient.
In order to ensure that the Turnaround Strategy is implemented in a coordinated and effective way, a dedicated Expert for 6 months to manage these processes on a day to day basis would be required.
It is following this background that SADC Secretariat in implementation of the Turnaround Strategy wishes to invite suitably qualified, experienced and result oriented applicants who are citizens of SADC to apply for the below position tenable at its Head quarters in Gaborone, Botswana:

Job Summary
The main purpose of this position is to provide institutional support that enables Management to plan, and monitor the implementation of the SADC Secretariat's Turnaround Strategy and its related Programmes with a view to ultimately achieving effective and efficient service delivery by SADC Secretariat and its subsidiary organizations.
Task description
Reporting to the Director Human Resources and Administration, the post-holder will perform the following tasks:
- Develop operational plan for the Organizational Development Strategy in collaboration with relevant officers from the Directorate of HR and Admin
- Develop appropriate policies and related implementation plan to support the overall Organizational Development processes of the Secretariat.
- Plan and implement through development of policy and framework Secretariat Organizational Development programs
- Closely coordinate the implementation of the Secretariat capacity development
- Measures with the overall Secretariat transformation process and recommend any structural adjustments for management consideration;
- Design Terms of Reference (TOR's) for required short-term consultancies in the area of Secretariat institutional capacity development;
- Update, align and design and/or redesign job profiles to suit the Secretariat mandate.
- Provide assistance to assigned Secretariat OD Task Teams to plan, implement and monitor progress in their respective institutional development action plans
- Attend Secretariat Management Team Meetings to ensure result-based and timely follow-up of recommendations made and decisions taken;
- Provide technical advice on the effective implementation of the Performance Management Policy and System.
- Provide technical advice and framework on talent management and succession planning.
- Prepare monthly technical and financial progress reports
Competences
- Knowledge of change management models, institutional reform processes and talent management;
- Ability to link change effort with organizational process;
- Good analytical skills and capacity of systemic thinking in complex politico-administrative structures;
- Excellent Computer skills in applying Microsoft office 2010 and other operating systems;
- Excellent communication and facilitation skills in English.
Person specification
Education
Minimum of a Master Degree, preferably in Social Sciences or Economics (specialization in Strategic Human Resources Development & Change Management, Public Administration and/or Management or equivalent) with At least a minimum of 5 years proven track record in designing and integrating various human resources management / organizational development disciplines and standards to achieve organizational strategy or specific outcomes.
OR
A First Degree in Organizational Development or Human Resources Management with 10 years proven track record in designing and integrating various human resources management / organizational development disciplines and standards to achieve organizational strategy or specific outcomes
Tenure of Appointment:
The duration of this position will be six (6) months with a possibility of renewal. The set time line begins 1st October 2012 to 31st March 2013.
Remuneration
The SADC Secretariat offers competitive package for the position as detailed below:
