Call for M&E Consultants – Management Sciences for Health (MSH), Center for Pharmaceutical Management (CPM)

MSH is seeking M&E and Evaluation professionals for the following prospective consultancy positions:
• M&E systems designer (including results frameworks, PMPs, data collection and analysis plans)
• Pharmaceutical management evaluation specialists
• Evaluation team leader/members
• Survey specialists
• Statistics specialist

MSH’s Center for Pharmaceutical Management works to improve health worldwide through enhancing access to and improving use of essential medicines and other health care products. We accomplish this by developing the capacity of both the public and private sectors to select, procure, and distribute quality medicines and health supplies and to help ensure their proper dispensing and use—all in a cost-effective way.
In order to accomplish its mission, MSH maintains a database of M&E experts worldwide, to which it refers when seeking suitable candidates for various opportunities. Consultants have graduate-level training and, usually, significant international experience; often, consultants work directly with MSH overseas field project staff and national counterparts.
Individuals interested in consulting with MSH are encouraged to submit their CV or resume. Please apply if you have prior USAID experience and/or significant regional experience in Africa, Asia or the Middle East. Relevant local languages and advanced degrees are considered an advantage.

Qualifications:
The M&E SYSTEMS DESIGNER should have:
- An advanced university degree in a health-related field, Pharmaceutical management, M&E, social sciences or international development.
- At least 5 years of progressive experience at national and international levels in development, program management and evaluation.
- At least 5 years of experience in developing M&E tools and systems with some background in health, pharmaceutical management and supply chain issues
- Experience developing systems for USAID programs
- Excellent interpersonal, communication and synthesizing skills and the ability to work as part of a team.
- Good facilitation skills.
- Native or fluent English (oral and writing) required
- Significant international experience
The Pharmaceutical Management EVALUATION TEAM LEADERS & MEMBERS should have:
- An advanced university degree in a health-related field, Pharmaceutical management, social sciences or international development.
- At least 10 years of progressive experience at national and international levels in development, program management and evaluation.
- At least 10 years of experience in managing/conducting evaluations with some background in health, pharmaceutical management, supply chain issues – with USAID programs and related evaluation experience
- Experience in conducting program and/or impact evaluations and sector reviews.
- Excellent interpersonal, communication and synthesizing skills and the ability to work as part of a team.
- Good facilitation skills.
- Native or fluent English (oral and writing) required, in addition, French and Portuguese preferred
- Significant international experience
The SECTORAL EVALUATION SPECIALISTS should have:
- An advanced university degree in social science in one or more related sectoral fields, i.e. health, pharmaceutical management, supply chain.
- At least 10 years of progressive experience at national and international levels in program management and/or evaluation in sector(s) of interest.
- Significant experience in managing/conducting impact and/or program evaluations and/or sector reviews in their field of specialization.
- Familiarity with USAID programs and related evaluation experience.
- Excellent interpersonal and communication skills and the ability to work independently as well as part of a team.
- Native or fluent English (oral and writing) required, in addition, French and Portuguese preferred
- Significant international experience
The SURVEY SPECIALISTS should have:
- Advanced degree preferred or equivalent combination of education and relevant work experience. At least 8 years relevant experience, 5 years specifically in designing and implementing surveys (household, outlet, pharmacy-related).
- Knowledge of specific sector issues helpful (health, pharmaceutical management, supply chain).
- Native or fluent English (oral and writing) required
- Proven ability to train, supervise and support local staff.
- Strong organizational and prioritization skills.
- Ability to work both independently and in a team.
- Significant international experience
The STATISTICS SPECIALIST should have:
- An advanced university degree in statistics, epidemiology, demography, sociology, or other relevant discipline.
- At least 8 years’ experience in applied research, data gathering, analysis and/or impact evaluations, preferably with sampling expertise in a development policy-related field.
- Knowledge of specific sector issues helpful (health, pharmaceutical management, supply chain).
- Native or fluent English (oral and writing) required
- Proven ability to train, supervise and support local staff.
- Strong organizational and prioritization skills.
- Strong computer spreadsheet/word processing/data base/SPSS skills required
- Ability to work both independently and in a team.
