BACKGROUND
Danish Refugee Council (DRC) is a humanitarian agency that started programs in Somalia in 1998 and is committed to its core values of enabling positive changes and building capacities of the communities through development and relief interventions and working with established local and external networks and partnerships. DRC’s goal is to build and enhance the capacities of vulnerable communities in Somalia to attain sustainable positive change in their lives. Currently, DRC Program portfolios cover projects in the following sectors: water, sanitation and hygiene (WASH); livelihood and food security, protection and other emergency interventions that include (un)conditional cash transfers. All these sectors are build on key strategic pillars that include integrated emergency response (IER), turn the tide (TtT), community driven recovery and development (CDRD), IPE, and GROW.
DRC has been and is currently implementing activities covering all the above sectors in Somalia/land, Puntland, South Central and South Somalia. From previous experience, DRC has learnt that there is weak approach in her community mobilization. Accordingly, DRC has tried to improve on how we could better reach the community and effect positive change setting them in a sustained recovery and development trajectory. The community driven recovery and development (CDRD), the humanitarian accountability project (HAP) and disaster risk reduction (DRR) strategies are some of DRC’s efforts towards meeting this objective. At sectoral level, WASH has embarked on shifting from a training of trainers approach (ToT) to community hygiene promotion (CHP) approach. Other sectors have other strategies including capacity building of farmers, income generation projects and working with partners in protection in order to harness the capacity within and without DRC to meet our objective.
PURPOSE OF THE CONSULTANCY
The purpose of the consultancy is to train and capacitate DRC staff involved in the day to day work of working with communities in realising various project scopes to be able to effectively undertake proper community mobilization. The consultancy will also produce a training module to be later used by the trained staff to train others. It is hoped that by the end of the consultancy and training, the trainees will be able to engage in proper community mobilization and a better understanding of project cycle management (PCM).
THE OBJECTIVES OF THE CONSULTANCY ARE
• To train a range of DRC staff including WASH, livelihood and food security staff from all area offices (Somaliland, Puntland, South Central and South Somalia).
• The training should address key issues of project cycle management (PCM), stakeholder analysis, community entry, and mobilization including all social groups and gender etc, conducting community meetings and communication strategies.
SCOPE OF CONSULTANCY
To provide a participatory training to all DRC staff conducted in three (3) area offices (Hargeisa, Bosasso and Mogadishu).
Specific tasks and issues to be addressed in the consultancy:
I. TRAINING IN PCM AND COMMUNITY MOBILIZATION
• The consultant shall cover all elements of project cycle management (PCM) including Project Identification, Project Design, Implementation and evaluation within the broader framework of community engagement at all stages
• Training on proper stakeholder analysis
• Training on community entry and role of various community institutions in decision-making
• Training on effective adult communication
• Training on various participatory tools including PRA and PLA tools
• Training on how to ensure gender participation
• Training on resource mapping and mobilization as well as role definition
• Give practical session on community mobilization based on the ongoing sector activities
• Training on post project engagement and sustainable approaches as well as exit strategies
II. TRAINING IN THE DISSEMINATION METHODS
• Desk review of project documents of a selected number of projects that DRC is implementing including identifying specific goals, outputs and activities within the LFA, MEP and ME frameworks
• As part of the inception report, present a pre-training methodology based on your understanding of what we intend to achieve with this assignment
• Undertake trainings in the three offices and give debrief to the area managers and technical teams. This should include one practical community mobilization session with the trainees. In this session specific recommendations can be given to help design projects in future that include effective community mobilization components
• Develop a draft contextualized training module and share with DRC
• Finalize training module ready for binding after reviews by DRC
The training methodology should be participatory and review participants’ needs and develop acceptable and functional action oriented practical solutions. Action plans should be undertaken for effective dissemination of information/messages to communities.
EXPECTED OUTPUTS
The design of project activities requiring community mobilization (refer to the specifics listed in section 2.3 of the TOR)
Plans of action for the implementation of acceptable, suitable and practical ways of information dissemination and communication strategies
Three trainings and respective report including practical sessions in the field with trainees

DRC’S RESPONSIBILITIES
In addition to the professional fees, DRC will be responsible for the air transport of the consultant, in-country transportation by land or air in Somalia, facilitation of the visa processing in Somalia/land, and travel insurance.
The terms and conditions of service will follow DRC terms of consultancies. Payment will be done according to the financial procedures of DRC.
DURATION
DRC anticipates that the consultancy will take 27 days. The consultant must be available to commence the consultancy by in September 2012.
TERMS AND CONDITIONS
The consultant will be required to be spend considerable time in Somalia. The consultant will be required to follow DRC security protocols at all times while in Somalia.
COMMITMENTS

CONSULTANT PROFILE
• Technically competent in WASH, livelihood and food security, community participation
• The consultant needs to be a good and proven trainer with excellent training skills and methodologies suitable for adult learning
• The consultant should have background experience on project management in Somalia
• Ability to train well in a team and train adults with low education levels
• Ability to use participatory methodologies like PRA, PLA, etc
• Immediate availability to undertake the assignment
• Posses valid passport and own laptop
