Purpose of the Position Under the general supervision of the Human Resources Manager, the incumbent will be responsible for the full range of activities for the personnel administration and benefits of staff in accordance with the UN Staff Rules and Regulations and UNICEF's policies and procedures.

Key Expected Results 1. Determine appropriate entitlements and prepare corresponding documentation with regard to new appointments, transfers and separation of staff in specific geographically designated duty stations.
- Respond and provide accurate and complete information to incoming correspondence and telephone inquiries in accordance with Staff Regulations and Rules and UNICEF’s policies.
- In consultation with the HR Officer, analyze cases that do not confirm with the UN or UNICEF’s Rules & Regulations, to ensure consistent and equitable application of decisions and implements agreed upon action.
- Coordination with various Internal Divisions/Offices and externally within UN System for the purpose of gathering and disseminating information in response to staff queries and to provide support to staff, e.g. UN Insurance, Pension, UNICEF Payroll, UNICEF DFAM, PD, etc.
- Coordination with GS-5 staff for support and to ensure timely action on entitlements, contractual status, etc.
- Maintains and updates computerized SAP-HR System with staff data for HR Officer’s approval. Provides and verifies information for bi-monthly and monthly payroll reports to ensure that salaries are affected with the correct entitlements.
- Provide briefing and counseling to staff members on entitlements, benefits and allowances.
- Review education grant claims prior to processing by the Payroll Unit.
- Executes various ad hoc assignments as designated by Supervisor.
Qualifications of Successful Candidate - Completion of Secondary Graduation (ie. High School Diploma) is a minimum requirement. University level courses in Human Resources Management, Business Administration or a related field is considered desirable.
- Minimum of six years of relevant work experience in human resources, personnel administration or a related field, preferably within an International Organization or other large organization(s) with established personnel systems, policies and procedures. Previous hands-on work experience within HR Administration in entitlements and benefits is considered highly desirable. Knowledge of systems (VISION SAP-HR), UN Staff Rules and Regulations, UNICEF policies and business processes in entitlement administration is considered an asset.
- Fluency in English is required. Knowledge of an additional UN Language (Arabic, French, Spanish, Russian, Chinese) is considered an asset.
- Must pass the UN ASAT (Administrative Support Assessment Test) in English (please mention in your cover letter whether you passed this exam)
