JOB CONTEXT: Sudan was the theatre of a violent civil war between the South (Christian) and the North (Muslim) which lasted for about 50 years, and completely destroyed the South’s infrastructures. In 2005, a Comprehensive Peace Agreement (CPA) was signed by both sides. The result was the creation of a federal government for the whole Sudan, which divided the country in 2 different authorities, one overseeing the north and the other one the south. In 2011, a referendum took place to decide on the independence of Southern Sudan who voted massively for the Independence. Relations are still tense between the two sides, with frequent disputes over borders and oil revenues. In addition to this, the on-going conflict in Darfur and the inter-tribal disputes in the South contribute to further complicate the context.Since 2006, the context in South Sudan has evolved towards post-emergency and development, and the programme in South Sudan was transferred from the Emergency to the Development Department in June 2009.
WORKING ENVIRONMENT Based in Juba, in coordination with the Logistics Coordinator and under the supervision of the Program Director, you will ensure the efficient management of the Administration Department with the objective of providing support and facilitating the implementation of the project in Bor and potential other bases as well as the smooth-running of the program. During the Program Director’s absence, you may be asked to serve as Officer in-Charge (OIC).
It is expected that the repartition of the tasks will be as follow: Finance – 40%, HR/Administration – 30%, Logistics – 30%, You can also be required to travel to field sites for monitoring and support purposes.
JOB DESCRIPTION: Challenges and goals: The year 2012 will be a crucial year for the program in Sudan as it will among other things be strategy formulation year. It means that you will have to dedicate a substantial part of your time on budget proposals in collaboration with the Program Director. The capacity to formulate budgets and adapt them as necessary for presentation to donors and HQ will be an important success factor. You will have to work in parallel on the budget revisions and all other financial reports to submit to the HQ. 2012 will see the review of the Mission’s HR Policy and the collaboration from the Administrator will be essential. You will be expected to balance its activities between macro & micro level.
Activities: • Takes part in the drafting and implementation of the Country Profile Framework (CPF) (finance, Administrative, HR aspects) • Manages the programme's financial resources • Implement the programme's HR strategy (pay, social and training policies) and ensure implementation of HR processes. • Manage the programme's administrative team • Guarantee compliance with the programme's administrative and legal framework • Ensure the programme's logistics management (general services, procurement, equipment, vehicle fleet and stocks) in compliance with internal procedures and donor requirements
CANDIDATE PROFILE: Mandatory: • At least two to three years field experience in Administration / Finance in the humanitarian sector • Capacity to formulate complex project budgets • Team Management and team building skills • Experience in Logistic, “hands on” • Good capacity to withstand pressure and manage stress
Complementary: • Training in Finance and/or Accounting, Human Resources Management • Experience in Sudan or post conflict African countries • Security Management
REQUIRED LANGUAGE SKILLS: Fluency in English is mandatory; knowledge of French is an asset.
JOB ENVIRONMENT: This position is unaccompanied. A curfew in Juba has to be respected. The rainy season goes from May/June to September/October. The living conditions in Juba are basic with collective housing. Anyway, there is an important social life in Juba, mainly around humanitarian “world”. You will have R&R every 10 weeks, with a flight ticket taken in charge by Handicap International (mostly to Nairobi) to travel outside the country during 8 days + 1 flight ticket every 6 months for 15 days R&R.
EMPLOYMENT CONDITIONS: depending on your experience Salary: 2000 to 2300 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + cost of living Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
