Deputy Chief of Party, Legislative Strengthening of the National Assembly Program, Abidjan, Cote d’Ivoire
Project/Proposal Summary:
MSI is looking for a Deputy Chief of Party for an upcoming 5 year United States Agency for International Development (USAID) funded legislative strengthening program in the Cote d’ Ivoire. This program will strengthen the National assembly’s internal operations, legislative capacity, oversight of the executive and representation of constituent views.
Position Summary:
The Deputy Chief of Party (DCOP) is a multi-year, executive-level position that will be based in Abidjan with required in-country travel to target locations. The selected individual will supervise day to day administration of the project as well as have oversight of monitoring and evaluation (M&E) of project activities. S/he will provide technical and administrative leadership in M&E, ensuring that all objectives are achieved. S/he may also have other technical responsibilities based on her/his professional background.
Responsibilities:
- Assist the Chief of Party (COP) in providing leadership, management oversight, and technical direction to the project
- Contribute to preparing work plans, monitoring and evaluation plans, and technical and administrative reports;
- Oversee implementation of the performance monitoring plan (PMP).
- Responsible for achieving intended program results as assigned by the COP;
- Supervise and coordinate the work of subcontractors and consultants undertaking M&E and other technical areas as those are assigned to her/him by the COP;
- Substitute for the COP in her/his absence.
Qualifications:
- Advanced degree in international development, public administration, economics, political science or another relevant field required;
- Minimum 15 years of international development experience, experience in francophone Africa (ideally Cote d’Ivoire) preferred;
- Substantial experience with monitoring and evaluation of donor-funded projects, preferably in the area of democracy and governance and legislative strengthening. USAID experience is a plus.
- Experience in human resource management is a plus;
- Ability to lead teams, mentor staff and counterparts, and build capacity;
- Technical knowledge of an area of legislative strengthening such as:
- Legislative drafting;
- Oversight of the executive;
- Constituent relations;
- Internal management of the legislature
- Able to speak, read and write fluently in English and French required.
