The Embassy of the United States of America in Kigali is recruiting for the position of Economic and Commercial Assistant. The position is available to start immediately.

BASIC FUNCTION OF POSITION
Communicate with senior Rwandan officials up to deputy minister-level to advance Mission goals and objectives under the Mission's Integrated Country Strategy. Conduct research and provide analysis on diverse technical and economic subjects. Provide detailed written reporting on economic, technical and scientific topics. Be well-versed on all bilateral and multilateral trade issues. Coordinate VIP visits with little supervision. Cultivate senior-level contacts in Rwanda and the expatriate business community -- a task instrumental to the operation of the Economic Section. Assist with U.S. commercial outreach and promote U.S. investment. Provide commercial services for U.S. and Rwandan firms. Work with Special Self Help Fund Coordinator to vet and grant grants for funding.

QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1) Bachelor's degree in either Economics, Business, International Relations, or Political-Economy, required.
2) At least three years of work experience, preferably in international business, financial services, consulting, government, or economic research, required.
3) English 4/4; Kinyarwanda 4/2, required.
4) Extensive knowledge of modern economic principles and theory. Significant understanding of Rwanda's economy, economic institutions, and foreign and domestic economic policies. Insight on influential decision makers inside and outside the Government of Rwanda. Knowledge of U.S. foreign economic policies vis-a-vis Rwanda, as well as internal economic reporting requirements and procedures.
5) Must have ability to develop and maintain an extensive range of high-level contacts in the government and private sector. Ability to relate economic developments to broader political forces in Rwanda. Self-motivated and able to plan, organize, and execute complex research projects and prepare accurate factual and analytical reports with limited day-to-day supervision. Must be able to use MS Word, Outlook, PowerPoint, Excel, and other workplace applications.

SELECTION PROCESS

ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Currently employed US Citizens EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
4. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.
