Background
UNICEF operates within the framework of the United Nations Development Assistance Plan (UNDAP) in Tanzania to provide collective and coherent strategic support to the National priorities articulated in the MKUKUTA/MKUZA 2010-2015, based on the principles of human rights based approach, gender, environment sustainability, capacity development and results based management .  Under UNDAP, UNICEF selected three regions - MbeyaIringa and Njombe (MIN) as focus for its direct sub-national support across sectoral programmes. The selection of the focus region was based on the multisectoralvulnerability indicators.
Purpose of the post:
Under the supervision of the Chief, Health and Nutrition, the incumbent is accountable for:
Guiding the planning process, and supporting implementation, monitoring and evaluation of the Health and Nutrition program in MIN.
Strategic UNICEF Representation in relevant activities and meetings in the MIN Region.
Major-Tasks
Collects, compiles, analyzes and maintains up to date health and nutrition data and information relevant to the program.
Designs, prepares, implements, monitors and evaluates assigned programs or specific project(s).
Participates and/or follows up the planning process of council health plans.
Undertakes frequent field visits to monitor programmes and provide technical/operational support on supply and non-supply assistance. .
Coordinate with other sectoral staff based in Iringa office to promote cross sectoral integration and convergence.
Expected Qualification and Experience
Advance university degree in public health, medical sciences or related field.
Five years or more of experiences in planning, monitoring and evaluation, preferably at decentralized level.
Demonstrated leadership skills in programme management and coordination with local government authorities and other health officials
Excellent analytical and report writing skills as well as good negotiation and communication skills.
Good command of spoken and written English and Kiswahili.
