Laboratory Training Programme on Trade Related Transboundary Animal Diseases for Veterinary staff from the Greater Horn of Africa
Summary
The African Union Interafrican Bureau for Animal Resources (AU-IBAR) is implementing a USAID funded project, Standard Methods and Procedures in Animal Health (SMP-AH) in the Greater Horn of Africa. The project plans to equip laboratory technicians with knowledge and skills in laboratory work to support their participation in the control and management of trade-related transboundary animal diseases.
In order to facilitate and implement this activity we require institutions with in–depth experience in offering innovative courses to design and implement a training programme for laboratory technicians.
Duration and Commencement date
The course is expected to commence in August 2013 and should be completed by April 2014. Each session is expected to last for a minimum of five (5) working days, with the courses spread out over a period of nine (9) months. An end of curriculum training report is due after the completion of all the modules within three (3) weeks after completion.
The training will be undertaken in the most cost-effective venue and the choice of the venue will be arrived at through mutual agreement between service provider and the contracting Authority.
Reports
A draft final report (one hard copy plus one electronic version) on the training should be submitted to the contracting Authority, not later than 3 weeks after completion of the training. The contracting authority will make comments within 30 days after receiving the report. The comments will need to be integrated into the report before it can be accepted as final.
Submission of proposals
The proposal should be divided into a technical and a financial part – submitted in separate envelopes. A technical proposal indicating the approach to the assignment, including the general methodology, objectives, activities to be carried out, expected outputs, schedule/program for the training and outline of the content and a clear timeframe to carry out the assignment.
A financial proposal for the consultancy with a detailed budget. The teaching institution estimate must cover all expenses from time the student arrives in-country until departure. The budget proposal should include at least the following, and other information.
- All transport costs, beginning at the airport of arrival
- Lodging costs for the period of the course
- All costs associated with the training course (in exceptional cases materials, reagents and kits necessary for the training may be supplied by AU-IBAR but the cost must be appropriately reflected)
- Instruction fees
- Administrative or overhead costs
- Contingency percentage
Joint delivery of the programme with other institutions in the region is encouraged and this should be budgeted accordingly (travel to the institution, lodging, inputs, etc).
The budget for each of the training sessions should be clearly indicated.
