Organizational Setting and Reporting
This position is located in the Office of the President at the International Criminal Tribunal for Rwanda in Arusha, Tanzania. Under the overall direction of the President, and within the limits of delegated authority, the incumbent will provide support to the the Legal Officer in the Office of the President and the Legacy Committee.
Responsibilities
The incumbent will:
1) Perform legal research regarding international humanitarian law and human rights issues, and provide specialized legal advice, both written and oral. Select and analyze relevant international and national legal materials from identified sources for the preparation of reports or studies;
2) Draft judicial documents for the President and the Chambers. Prepare memoranda for the President and Legal Officer. Prepare submissions for the Annual Report, Completion Strategy Report and other reports and proposals as required;
3) Assist the President as necessary with administrative matters relating to the Tribunal's work. Assist the President during Plenary meetings, participate in Working Groups and Committees, and produce minutes of meetings;
4) Assist and contribute to oversight of legacy projects under the guidance of the Legacy Committee; and
5) Draft reports, correspondence, and speeches for the President on legal, political, and organizational questions.

Education
Advanced university degree in law, with an emphasis on courses in the area of international law, international relations, or related field. A first level university degree in law in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
Work Experience
A minimum of two years of progressively responsible professional legal experience, preferably at the international level, with emphasis on legal analysis, research, and writing. Experience in programme/project management is desirable, and prior experience at the ICTR is highly desirable.
Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
Languages
The working languages of the United Nations International Criminal Tribunal for Rwanda are English and French; for this post fluency in English (both oral and written) is required; a working knowledge of French is desirable.
Assessment Method
Evaluation of qualified candidates may include a technical written test which may be followed by a competency-based interview.
Special Notice
This appointment is limited to the International Criminal Tribunal for Rwanda. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds. As the international tribunals are not integrated in the Secretariat, UN Staff Members serve on assignment or secondment from their parent department/office if selected.
