Rwanda Human Resources for Health Program
The goal of the HRH program is to strengthen the health workforce necessary to create a high quality, sustainable healthcare system in Rwanda. The HRH Program aims to significantly increase the quantity and quality of Rwandan clinicians and health sciences educators including : medical doctors, nurses and midwives, and health managers. This substantial scale-up will be achieved with the assistance of an unprecedented consortium of 23 highly ranked US institutions. Each US school is sending full-time faculty members to Rwanda to help improve teaching, research, curriculum development, and mentorship over an 8-year period. The Government of Rwanda has already established a strong record of success in leading donor-funded health projects of a similar scale and complexity. CHAI is supporting the Ministry of Health (MoH) to manage the HRH Program during the critical planning and early implementation phases. The program’s launch was in August 2012.
Responsibilities :
The HRH Program Analyst, Logistics & Procurement will split their time between supporting the Procurement work stream and other high priority areas of the HRH program. The Program Analyst will be responsible for mainly supporting the Senior Procurement Analyst on procurement work, and the program management team on other work areas. The priority is to support all HRH procurement related activities (estimated at 75-80% of time), and secondly to provide support to the broader HRH program which can include but is not limited to US faculty and institutional support, Rwandan faculty and student support and monitoring & evaluation.
Specific responsibilities for the procurement work stream will include the following :
• Assist and monitor the logistical coordination of delivery and training of new equipment at HRH sites by suppliers ;
• Assist in conducting analysis of purchased medical equipment to identify critical components and consumables that will need to be supported for long term sustainable operation of equipment ;
• Develop and maintain contacts with procurement and maintenance staff at HRH sites to facilitate communications between hospital administration and HRH faculty. Work to monitor and address issues as they occur regarding procurement related items in conjunction with the Senior Analyst, Procurement ;
• Support the facilitation of procurement related meetings and in taking meeting minutes ;
• Assist in conducting a follow-on audit(s) of delivered medical equipment at HRH sites to evaluate implementation and operation of equipment ; and
• Draft progress reports, schedules and other program documents as needed.
Specific functions for the broader HRH program will include but not limited to the following :
• Develop plans, manage tasks, trouble shoot problems and support the CHAI team on priority work streams ; and
• Address any other activities as tasked by Program Manager or Program Director
Qualifications :
• Hold a bachelor’s degree and at least one year of relevant professional experience
• Proficiency in the Microsoft Office Suite (Word, PowerPoint & Excel)
• Exceptional communication skills and proficiency in written and spoken English
• Excellent quantitative skills, including experience working on analyses and developing models
• Exceptional diplomatic and interpersonal skills, and ability to build relationships with stakeholders
• Excellent organizational and problem solving skills
• Ability to multi-task and to be effective in high-pressure situations
• Ability to work as directed on projects and proactively manage projects with moderate supervision
Advantages :
• Public/Global Health experience, preferably in the context of developing countries
• Must be fluent in English and Kinyarwanda
• Working knowledge (or better) of French is a plus
Compensation and Benefits : The candidate selected for the position will be offered annualized gross compensation between $25,000 - $35,000 USD dependent on her/his qualifications. She/he and her/his dependents will also receive a standard benefits package including but not limited to health insurance.
Duration of Contract : 1 year, with potential for renewal
