D.R. Congo is a non-family position; the expatriate is not allowed to bring a partner and/or children to the DRC.
War Child programme in the D.R. Congo War Child’s DRC Programme aims to promote child rights and improve psychosocial development opportunities for vulnerable children in Eastern Congo. The programme focuses on increasing marginalized children’s attendance in formal and non-formal schools (literacy courses and vocational training) and community reintegration. A particular attention is paid to the problem of gender based violence and economic exploitation. Target groups are ex child soldiers and other vulnerable children and youth. War Child DRC relies on local organizations for the implementation of its programme and runs a programme of strengthening of local capacities. We work in synergy with local and international organizations and governmental institutions.
War Child Programme Area (WPA) D.R. Congo will support options for collaboration and exchange with War Child offices in Uganda and Burundi.
The challenge The Programme Manager (PM) bears the overall responsibility of the programme and team of two field locations.
As such, the PM is responsible for the implementation of the programme at his/her locations, which is partly implemented by War Child staff and partly by local partners. Furthermore the PM builds capacity of the staff at his/her Locations and local partners to ensure sustainability of the programme. The PM ensures that project proposals are developed, implemented, monitored and evaluated. Both locations are managed by a Project Coordinator who will report to the FLM.
In the programme country, War Child has one main country office and several field offices. The PM is based at the country office but must travel regularly to all field locations to supervise all aspects of programme activities, and authorize finance, and logistics transactions.
The Project Coordinators are the “budget holders” under guidance and supervision from the PM.
The PM is a member of the Country Management Team (CMT) and reports to the Country Director (CD).
Primary tasks and responsibilities • Responsible for the implementation of the programme at the field locations; • Contributes to the development of the Country Strategy and the production of the annual plan; • Responsible for the development and writing of project proposals; • Monitors and evaluates the implementation of the programme at the field locations in close collaboration with the Programme Development Manager (PDM); • Manages and develops the support- and (implementing) programme staff at the field locations by guiding, coaching, instructing, and motivating; • Indicates training needs and builds capacity of support staff by training, workshops and day to day coaching; • Assesses and develops capacity of the local partners; • Develops and maintains productive relationships with local governments, voluntary agencies, the UN, media, donors and communities; • Security Management at the field locations; • Logistics Management at the field locations; • Ensures that National Staff HRM policies are in place and adhered to; • Financial management and control.
Profile Knowledge • Relevant academic background (social science and management) e.g. International Relations, Social Sciences, Business Administration; • Knowledge of participatory planning and programming methods; • Knowledge of finance and HR administration, tools and systems.
Experience
• +/- 3 years of experience in project development and implementation (preferably with and for children and young people) with an (I)NGO in an international/ humanitarian context; • Experience in managing a team; • Experienced in community development work.
Skills • Social and communicative skills for coaching and managing of staff and frequent internal and external contacts; • Written and oral expressions skills for writing proposals and reporting; • Required: fluency in English and French (verbal and written); • Capability to decide in tactical and operational issues; • Able to assess social/ political situations and able to act in a diplomatic way in delicate situations.
Attitude • Affinity with War Childs mandate; • Stress-resilient to be able to cope with deadlines and complex problems; • Cultural sensitive.
