Internews Network is seeking a Finance Director (FD) to be based in Juba, South Sudan. The FD will have operational management responsibilities over internal systems of Internews offices in Sudan, grantee reporting and monitoring systems, staffing and liaison with relevant government officials and partners. The FD is responsible for maintaining financial and administration control of the Network of community radios stations in Sudan, and several other Internews projects in other parts of the country.
The FD is a senior member of the management team, ensuring effective liaison and transfer of information between the Internews offices in Sudan and the headquarters of Internews in the United States. Main duties are spread over financial management, administration, human resources, logistics, operations and institutional capacity building. The FD takes on the following responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Overall senior finance and operations person on a large in-country team, directly supervising finance managers, accountants, and various support staff
• Provides financial management for all aspects of the program.
• Ensures compliance with relevant donor requirements, Internews internal regulations and development of good practice standards.
• Produces timely, quality, and accurate financial reports and practices, including preparation of monthly financial reports using the application “QuickBooks”.
• Obtains approvals from donor and HQ for all procurements and sub-grants which require restricted funds. Ensures optimum monitoring of all sub grants; guiding finance, grants, and program staff to address any financial issues identified.
• Maintains updated information regarding donor reporting requirements and financial restrictions.
• Manages the local accounting staff members who are directly responsible for the tracking expenditures
• Ensures that expense data is properly submitted, and that all expenses are reasonable and allocable, and conform to principles and guidelines
• Ensures that proper financial procedures and systems are operated and maintained
• Co-ordinates and maintains a cash forecasting system to ensure adequate funds are available to meet program requirements
• Monitors ongoing levels of expenditure on individual programs as against budget and provide timely advice of likely over and under spends
• Prepares budgets, amendments and forecasts working with the Chief of Party
• Prepares donor financial reports in line with donor reporting requirements
• Ensures reconciliation between management information and ledger records
• Ensures that contractual commitments (e.g. for the rental of vehicles and/or premises) are expressed in forms appropriate for the circumstances of the program
• Manages bank accounts, local transfers and payments, to suppliers/staff through the bank account.
Management:
• Assist the Country Director in all matters
• Participate as a member of the Country Management Team
• Maintain and monitor internal controls for various Internews funds and activities
• Provide support, training and advice to staff as required
• Oversee compliance with all relevant standards across all project locations; this includes ensuring conformity with relevant donors’ requirements, Internews internal regulations and development of good practice standards.
• Directly supervise the finance managers, administrative assistants, logistics officer, accountants and other operational staff.
• Mentor administrative staff to improve their skills and their ability to take on responsibilities.
QUALIFICATIONS:

• International project, finance, and contract management experience required, ideally in media development and in developing countries
• Extensive experience of working in challenging environments including conflict zones, specifically, experience living and working in African countries
• Experience with USAID-funded projects highly desirable
• Practical knowledge of funders rules (USAID, EC, DFID…) rules and regulations as they relate to financial management
• Ability to handle multiple tasks efficiently and to work with a diverse staff.
• Strong analytical skills.
• Experience in skills-building and training of other staff.
• Strong team player, inclusive management style, and motivational attitude
• Must be computer literate (Excel, Word, Outlook, Internet) and QuickBooks a plus
• MBA degree and/or CPA is highly desirable
• English fluency required; Arabic desirable
