BACKGROUND

UN-HABITAT, as part of the United Nations response to climate change, has prioritized two key areas: one, assisting national and local governments in reviewing and updating building laws and regulations, with a view to promote low carbon practices, renewable energy sources, and energy efficient designs and standards; and two, revitalizing urban planning as the most potent tool to curtail urban sprawl, promote efficient transport system, and influence and structure future energy supply and demand.

UN-HABITAT intends to review existing building codes and related housing policies of several African countries under the Energy Efficiency angle. The objective is to enforce the adoption of energy efficiency measures in the building sector in African countries.

RESPONSIBILITIES The consultant will undertake the following tasks:

• Review of a number of African existing building codes, related documents and standards. This review should target resources efficiency gaps. • Propose simplified and easy understanding resources efficiency (RE) measures to be included in the building codes. Incorporate requirements for Solar Water Heaters, building registration for inspections of their installations and tough sanctions for breach and errant practices. • Communicate with relevant institutions and stakeholders in the partner countries; discuss proposed amendments and RE provisions. • Incorporate comments from country stakeholders and prepare first draft for discussion during the Regional Energy Efficiency Building Code (EEBC) Workshop (if applicable). • Present and discuss the findings of the building codes review and the proposed amendments based on best practices around the world at the Regional EEBC Workshop (if applicable). • Incorporate comments and finalize set resources efficiency standard measures for government endorsement.

EDUCATION University degree in one of the following fields: Architecture, Engineering, Urban or Regional Planning, or related areas, with expertise on Energy Efficient Building Codes and environmental building construction technologies.

WORK EXPERIENCE

Minimum 10 years working experience in energy efficiency and human settlements.

Proven working experience in - the building sector, - the field of energy efficiency in buildings and the build environment, - EE building technologies, requirements and EE building codes and standards.

LANGUAGE SKILLS Fluency in written and spoken English. Fluency in French will be an asset.

REMUNERATION Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
