The RNRA is a public institution established by the law N0 53/2010 of 25/01/2011, is located in Gasabo District (Remera Kisementi), it heads the management of promotion of natural resources which is composed of land, water, forests, mines and geology. It is entrusted with supervision, monitoring and to ensure the implementation of all issues relating to promotion and protection of natural resources.
In order to implement the PAREF Be 2 project, the Rwanda Natural Resources Authority is seeking to recruit the staff whose positions and respective terms of reference are shown in the following table:
3. MONITORING & EVALUATION OFFICER (1)
Tasks:
• Proceed by reading the logical framework in general and in particular indicators (impact, effect, and results of activities) to implement the project of the Permanent Information & Evaluation System (PSIS) for forestry sector in Rwanda;
• Develop terms of reference (TOR), supervise the implementation and validate studies and surveys relating to the preparation of the baseline of technical, environmental and socio-economic in the project intervention zones;
• Develop TOR of studies to evaluate the effects and impacts of the project, its contribution to the forestry sector to poverty reduction and sustainable socio-economic in the project intervention zones;
• Monitor compliance with the timing of implementation and the respect of technical standards in the implementation of project activities based on progress reports of activities and field trips;
• Inform management of the project as soon as possible of any problems found and propose appropriate corrective measures;
• Prepare reports required for monitoring and evaluation of project activities;
• Recommend to the program management on improvements deemed necessary to improve efficiency (i.e. how convert the activities into results) and efficiency of the project (i.e. how the results contribute to the achievement of the specific objective);
• Validate and consolidate the programming activities of districts and contribute to the development of financial planning by providing technical information required;
• Develop the technical content of contracts and financial performance of operators who will be recruited for the implementation of project activities;
• Assist in identifying needs and scheduling activities on continuous capacity building of project partners based on observations made in the monitoring and evaluation and incorporate training activities for the M & E;
• Capitalize on the technical and methodological achievements of the project;
• Provide the technical information to the management of the project.
Minimum requirements:
- Master’s in Forestry (with Bsc in Forestry) with 2 years (after obtaining Msc) of experience in similar works or Bachelor of Science in Forestry / Agroforestry (Ao) with an A level in Forestry (A2) with 4 years (after obtaining Bachelor) experience in similar works;
- Solid working experience within a project, program or organization deeply involved in forestry, agroforestry or rural development through afforestation;
- Master the tools and methods of monitoring and evaluation;
- Proficiency in computer software under Windows: Word, Excel, Access and PowerPoint, knowledge of GIS is an asset;
- Have a sense of responsibility of the organization and strong ability to work in teams;
- Fluency in Kinyarwanda, French and the English.
