Human Resources Officer (ESA)

The Africa Rice Center (AfricaRice) is seeking a highly qualified Human Resources Officer to be based at AfricaRice, Dar-Es-Salaam.
About AfricaRice
AfricaRice is one of the 15 international agricultural research Centers that are members of the CGIAR Consortium. It is also an autonomous intergovernmental association of African member countries.
Responsibilities
The Human Resources Officer will be in charge of two-level activities: activities related to the day-to-day operation of the Regional station that will take 80% of his/her time, and activities related to Human Resources Projects conducted by the Headquarters that will take 20% of his/her time. S/he will carry out his/her activities under the functional supervision of the Human Resources Manager and the administrative supervision of the Regional Representative.
More specifically, the incumbent should
Day-to-day operation of the regional station
Activities related to HR Projects
Qualifications/Selection Criteria
Education: University degree in human resources management, business or public administration, social sciences, education or related field. Advanced degree is an asset.
Work Experience: Five years' work experience within a reputable and structured organization; experience in providing strategic advice, analysis and recommendations on complex Human Resources management issues; experience in an operational environment in delivering human resources services.
Key Competencies Required: have ability to establish and maintain effective working relationships in a multi-cultural and multidisciplinary environment with sensitivity and respect for diversity; ability to identify clients' needs and appropriate solutions; ability to establish and maintain productive partnerships with clients; attentive and can work under pressure; hardworking, honest and strong problem solving skills, self-confidence and conflict resolutions skills; have the capacity to work effectively in a team; ability to take initiative and seek opportunities to initiate action; ability to propose innovative ideas and new solutions to work.
Language
The candidate should communicate fluently (orally and in writing) in English or French with a good working knowledge of the other language.
