The Government of United Republic of Tanzania has received a credit from International Development Association (IDA) towards the cost of the Private Sector Competitive Project (PSCP), and intends to apply part of the proceeds of this credit to payment under the contract for consulting services for an International advisor on Capacity and Human Resources Development (:Training Needs) for land sector
The study aims at undertaking a Training Needs Assessment. to identify the training and development that the land Sector Institution Staff will need in order to deliver good and quality service and prepare a Comprehensive Training Program based on training needs assessment in order to enhance the performance and service delivery of the land Sector. Tasks to be undertaken by the consultant may include:
A. Study the Capacity of the land Institutions in terms of Operational Plans and Budget for capacity building. The Consultant will do this by considering past needs assessment conducted by the land Sector Institutions and by making discussions with responsible officers in the institutions.
B. Conduct Staff Appraisal and describe the desired qualifications/skills of the targeted land sector Institutions and where necessary recommend adjustments
to job descriptions "
C. Compare the desired qualifications and skills to the existing ones and on this basis make a training gap analysis to be discussed with the Permanent Secretary, Ministry pf lands, Housing and Human Settlements, and heads of other institutions in the land sector.
D.Convert the training gaps into training objectives for the land Sector Institutions.
E. On the basis of these training objectives, the Consultant shall develop a Training and Capacity Building Plan by end of 20th December, 2014.
F.The consultant shall also develop an incentive scheme, whereby selection for training and choice of courses is conditional on the expected performance. Such scheme should respond to the principle that. training is an investment in valuable Human Capacity Assets.
APPLICATION INSTRUCTIONS:
Project Management Unit under the Prime Minister's office (the implementing Entity of the PSCP) now invites eligible consulting firms to express their interest in providing the services.
Interested consultants must submit their expression of interest in English language giving clear information on the legal status of the firm, their professional capability to perform the services. Such information may include description of assignment of the similar nature and complexity carried out during the past five years, Availability of appropriate qualifications and skills among staff, related work experience of the firm and of the available staff.
Consultants may associate to enhance their qualifications.
5. A short list of consulting firms will be prepared on the basis of Expressions of Interest submitted. The selection method will be in accordance with procedures set out by the World Bank Guidelines; Selection and Employment of Consultants by World Bank Borrowers, January 2011, Consultants Qualifications (CQS).
6. Interested consultants may obtain further information at the address given below between 0830 hours and 1630 hours, Monday - Friday inclusive, exclusive of public 110lidays, before the deadline for the submission of Expression of Interest.
