The DFID-funded Education Quality Improvement Programme in Tanzania (EQUIP-T) aims to support 36 districts in their efforts to produce a better quality of primary education for more than two million children in over 3700 primary schools.

Job Description
Responsible for:
- The Planning, design and implementation of appropriate logistics systems including warehousing and in-country transport capacity, including establishment of Long Term Arrangements and frame agreements
- Participating in programme planning and advising on logistics and budgetary considerations
- Ensuring appropriate processes and systems are in place to ensure efficiency
- Ensuring appropriate planning, implementation, monitoring and evaluation of logistics operations.
- Establishes routing and scheduling plans for in-country distribution, coordinating the distribution planning with Regional offices
- Raising logistics programming conflicts to Programme Manager for prioritization.
- Ensuring regular and timely transmission of pipeline, logistics monitoring information, stock levels and distribution status to regions
- Conducting special management reviews and/or follow-up on audit observations to assist in the improvement of office procedures and practices related to logistics
- Contributing to quarterly and annual programme reports.
- Preparing technical specifications for procurement of supplies and services
- Preparing tender notices and invitations for bids
- Preparing contract documentation.
- Administer tender evaluation process.
- Periodically update the Procurement Plan to reflect the actual project implementation needs
- Ensure compliance with the DFID and Cambridge Education Procurement Guidelines
- Administer contracts to ensure compliance
- Management of the HR, Admin and Logistics team
- Ensuring all administrative processes are in-line with and support programme delivery.

Qualifications
Experience
Proficient in Microsoft Office, in particular, Word, Excel and Access database
- A degree / professional qualification or post-graduate degree in one or more of the following:
- Supply Chain Management and / or Business Administration (Essential)
- Procurement
- Contract Law (Desirable)
- International Development (Desirable)
Experience
- Significant managerial experience.
- Experience of managing procurement services.
- Experience of managing and administering service and supply contracts.
- Experience of contract performance management
- Experience of working in Africa, with government, development and private sector partners
- Ability and experience in financial reporting and accountability to donor standards
- Experience in managing a team.
Proficient in Microsoft Office, in particular, Word, Excel and Access database
