We need a Technical Lead Specialist to ensure effective implementation of the EQUIP-T programme, to maximise organisational learning from the experience, and to embed effective and responsive monitoring systems in the education system of participating Regions.
Job Description
Tasks:
- Work with the Short Term Key Adviser for for Monitoring and Evaluation, in developing and leading a programme of research on the needs and effect of the programme among students and other stakeholders, in monitoring the programme implementation and reporting on progress against the EQUIP-Tanzania work plan KPIs
- Assist programme personnel and education staff in participating districts to use M&E findings progressively to tailor the programme design for the benefit of their students
- Work closely with the National Coordinator, EQUIP-Tanzania technical specialists and external bodies to ensure that gender-disaggregated data are collected and communicated
- Lead on the continuation of the process of selection of research methods and design of research tools enabling data collection amongst diverse sub-categories of respondents and stakeholders
- Contribute to the refinement of the programme results framework and monitoring and evaluation strategy, processes and materials
- Working with other specialists as relevant, participate in developing and implementing education-related management information systems (MIS), logical frameworks, performance monitoring systems, performance evaluations, and EQUIP-T baseline, mid-term and end-line studies of student learning and teachers’ performance
- Working through local personnel, build the capacity of teachers, mentors, DEOs, WECs, TTCs, Inspectors, Head-teachers and SMCs to conduct classroom-level assessments
- Contribute knowledge of a range of approaches to performance monitoring, impact evaluation and research in areas including design instrument development, sampling design, data collection, data analysis and reporting
- Coordinate with the UWEZO assessments, the Evaluation Manager and any other external evaluations, sharing research findings, baselines, mid-level reviews and end-line studies to minimize data collection redundancy
Candidate Specification
Knowledge, essential competencies, skills and qualifications:
- Post-graduate degree in research, evaluation, statistics or a relevant field
- Extensive experience of designing evaluation frameworks and of a wide range of data collection methods and instruments
- Experience as working as part of a multi-faceted programme
- Experience of working with and through governmental systems, particularly at the subnational level.
- Experience of working in East Africa and in the education sector
