BACKGROUND
At Restless Development, we’re proud to be the leading youth-led development agency working in Africa and Asia – demonstrating from the grassroots to the global policy levels that young people can and must play a lead role in development. We have been operating in Tanzania since 1993 and have established an impressive track record for our unique youth to youth programmes; cited as best practice by UNAIDS, UNICEF and the World Bank.
Today, we address some of the biggest issues on the table including: the role of young people in the constitution and election process, unemployment, adolescent girls, and development beyond 2015.
We are entering an exciting phase of growth with 3 exciting, national scale projects due to start within the next 3 months. As such, we are seeking an experienced programmes and systems specialist to join our team for 5 months to provide technical support on the set-up and initiation of these 3 new projects. These projects are: Enterprise Development, Civic Participation, and Sexual Health. It is essential that the successful consultant has working knowledge of at least one of these areas.
We are seeking a suitably qualified individual with strong programmes development, monitoring, and management experience within donor funded projects (especially DFID), who is able to develop systems, tools, and internal capacity to ensure new projects are set up in accordance with our standards.
KEY DELIVERABLES
The Consultant will be responsible for the following deliverables:
- Establish internal project implementation plans/guidelines which outline the key requirements of each of the 3 new projects, in line with the project proposal, contract, and organisational standards (by end of December).
- Oversee the development of baselines and M&E plans for the 3 new projects, in line with organisational and contractual standards and requirements. In doing so, you will work closely with Restless Development project teams and M&E Unit (by end of January).
- Draft, review and finalise core project materials (such as manuals, toolkits, campaigns, handbooks, volunteer role descriptions etc) for each of the 3 new projects (by end of February).
- Ensure that sound project management practices and set-up plans are operationalised through coaching and training of Restless Development Project Managers and Coordinators (by end of March)
- Provide technical support on programme design for the scale-up of the pilot adolescent girl project in line with agency strategy and evidence-based needs working closely with Restless Development project teams and M&E Unit (by end of February)
- Develop a consolidated programme dashboard for our 2014/15 financial year, which shows aggregated data on our implementation sites, projects, volunteers, outputs and other core information. In developing this dashboard, ensure alignment with existing organisational dashboard systems (by end of February)
It is estimated that the contracted number of days/weeks required to complete all deliverables will be 60 working days or 12 working weeks. In order to deliver this work, you will be expected to travel between Dar es Salaam and Iringa from time to time. This consultancy will be managed by Restless Development’s Country Director, Tanzania.
SKILLS & EXPERIENCE REQUIRED
Restless Development invites applications from Consultants able to demonstrate the following skills, knowledge and experience:
Essential:
· Graduate level degree (Degree, Masters, Diploma) in an area related to international development, community development, project management and/or Restless Development’s strategic goals.
· Technical knowledge gained on-the-job of at least one of the following areas: Enterprise Development, Civic Participation, and Gender.
· Proven success in leading various stages of the project cycle including design, management, monitoring and evaluation – preferably on large scale donor funded projects within East Africa.
· Written and spoken fluency in English.
· Excellent IT skills, including Word, Excel, PowerPoint, internet.
· Ability to manage effectively and work positively with multiple teams and young people
· Ability to work in a cross-cultural environment.
Desired:
· Experience in providing training to project teams across a range of thematic disciplines.
· Experience on volunteer-led or youth-led projects.
· Fluency in Kiswahili
