The Government of United Republic of Tanzania has received a credit from International Development Association (IDA) towards the' cost of the Private Sector Competitive Project (PSCP), and intends to apply part of the proceeds of this credit to payment under the contract for consulting services for identification of software and hardware requirement (enterprise resource management system) for deposit insurance board (DIB).
The objectives for this study is to study and recommend to the Deposit insurance Board software and hardware requirements for Enterprise Resource Management System and recommend appropriate organization structure of the Information System Unit with required skills to run the system.
The assignment will include the following activities
Conduct survey and analyze the existing IT systems and environment used by Bank of Tanzania and regulated financial institutions to identify gaps for proposed DIB automation;
Conduct a diagnosis study on the current status of automation of DIB's operations and IT system development;
Produce a conceptual enterprise information system design based on the diagnosis study and data and information provided by the DIB;
prepare requirements specifications for implementation of DIB systems based on the agreed conceptual design and the findings established during the study.
Identify Basic IT resources (including human resources skills and number) as well as the required IT training programs; and,
Identify skills gaps both on technical and business side and prepare capacity building plan for DIB system implementation. .

The objectives for this study is to develop a five year Strategic Plan covering the period 2015/16 - 2019/20 and an organization structure to support the recommended strategic plan. In carrying out the assignment.
The Consultant is expected to do the following:
(i) Review DIB annual reports and study reports on reforming DIB;
(ii) Review the existing DIB vision and mission and recommend appropriate changes where necessary;
(iii) Carry out a detailed analysis of Strengths, Weaknesses, Opportunities and the Threats;
(iv) Outline performance based objectives and strategic initiatives and key performance indicators of the recommended strategic plan;
(v) Identify and outline key priority activities, programs/projects, timelines, responsibilities and resources required for plan implementation;
(vi) Determine resources required to support the recommended 5 years strategic plan. Resources should include but not limited to financial. human and information communication technology;
(vii) Carry out a review of the existing organization structure, and recommend an appropriate organization structure; job descriptions (detailing requisite qualification skills and experience)and related salary structure;
(viii) Carry out assessment of capital requirement in order to support smooth functioning of an independent DIB (as per its mandate) and indicate the timing of capital injection; ~
(ix) Prepare five (5) year detailed financial projections for implementing the plan by way of detailed budget. The budget should take into account all cost and revenues for the proposed activities;
(x) Prepare annual action plans for each of the first 3 years. In particular, the consultant is expected to indicate the immediate needs of DIB for its smooth functioning in the first yeor of implementation as well as the start-up cost of an operationally independent deposit insurance institution;
(xi) Develop and recommend communication plan and strategy;
(xii) Develop and recommend Strategic Plan implementation process, which includes plan performance review, plan formulation, monitoring and evaluation mechanism;
(xiii) Identify main stakeholders to support implementation of the 5 year Strategic Plan

Tasks to be undertaken by the consultant may include:
A. Study the Capacity of the land Institutions in terms of Operational Plans and Budget for capacity building. The Consultant will do this by considering past needs assessment conducted by the land Sector Institutions and by making discussions with responsible officers in the institutions.
B. Conduct Staff Appraisal and describe the desired qualifications/skills of the targeted land sector Institutions and where necessary recommend adjustments
to job descriptions "
C. Compare the desired qualifications and skills to the existing ones and on this basis make a training gap analysis to be discussed with the Permanent Secretary, Ministry pf lands, Housing and Human Settlements, and heads of other institutions in the land sector.
D.Convert the training gaps into training objectives for the land Sector Institutions.
E. On the basis of these training objectives, the Consultant shall develop a Training and Capacity Building Plan by end of 20th December, 2014.
F.The consultant shall also develop an incentive scheme, whereby selection for training and choice of courses is conditional on the expected performance. Such scheme should respond to the principle that. training is an investment in valuable Human Capacity Assets.
