The Surface and Marine Transport Regulatory Authority (SUMATRA) is a Government v Regulatory Authority established by the SUMATRA Act, CAP 413. SUMATRA's role is to regulate, promote and facilitate availability of efficient, safe, quality and reliable transport services in the Surface and Marine Transport sub-sectors through competitive and fair trade practices.

Director of Maritime Safety and Security reports to the Director General.
Duties and Responsibilities
To assist and advise the Director General on maritime safety and security issues;
To facilitate the approval of ship drawings and plans for new builds or conversions;
To facilitate the registration of ships and maintain a Register of Tanzanian Ships registered under the Merchant Shipping Act, 2003; and ensure the conducting of initial surveys and tonnage measurement for those ships;
To enforce implementation of the set maritime safety and security Regulations and Standards;
To promote marine accident prevention measures and supervises the carrying out of marine accident investigations;
To coordinate national search and rescue (SAR) issues and oversees the protection of the marine environment from pollution by ships;
To facilitate enforcement of the carrying out of annual, intermediate and periodical, surveys for Tanzanian ships and issuance of the applicable safety certificates;
To approve shipboard and training equipment; and oversee the training' and certification of seafarers in consideration of the applicable international standards including the accreditation of training institutions;
To oversee seafarer affairs including training opportunities and promote research and development in the maritime field;
To ensure the safety of navigation in Tanzanian waters; deal with wrecks and oversee the timely removal of dangerous wrecks;
To oversee the security of Tanzanian ships and port facilities in accordance with the applicable national and international, regulations;
To promote maritime safety and security awareness among stakeholders and the general public;
To manage and contribute to the strategic, business planning and budgeting process of the Authority;
To manage the individual set objectives/targets and performance standards process as part of the individual performance agreement in consultation with the Director General; To manage the open performance review and appraisal process of subordinates and provide feedback as appropriate; and
To perform any other duties as may be assigned by the Director General.
Minimum qualifications and Requirements
University Postgraduate Degree in Nautical Science, Maritime safety, Marine Engineering, Naval Architecture, Maritime Law and Policy, Maritime' Transportation, Marine Environmental Management or its equivalent;
Master or Chief Engineer Officer (STCW Reg. 11/2 or 111/2); or Bachelor Degree in Marine Engineering, Naval Architecture, Maritime Transport, or its equivalent;
At least three (3) years seagoing service or similar professional practice; and
At least ten (10) years of working experience, five (5) years of which must be at senior managerial position in a reputable institution (preferably a maritime organization).

Demonstrate highest degree of integrity and professionalism
Possess good communication, leadership and interpersonal skills;
Demonstrate competence in budgeting, setting performance indicators, monitoring and performance appraisals;
Be self driven and capable of working with minimal supervision;
Be capable of delivering excellent results while working under pressure with tight schedules and deadlines;
Possess basic knowledge in Information and Communication Technology (ICT) application, such as; Microsoft Office Word, Excel, PowerPoint Access, Outlook etc.
Terms of Employment
Successful candidates will be employed on 5-Years Contract including six months of probation. The contracts are renewable, subject to the employee's satisfactory performance.
