For the newly established GIZ Energy Sector Support Programme the action field “Promotion of Energy Efficiency” with an anticipated starting date of January 1st 2014 IP Consult is looking for an International Long-Term Expert (LTE: 36 months).
Project DescriptionThe purpose of the contract is to
• Support the Ministry of Energy and Minerals (MEM) to develop a national energy efficiency strategy;
• Identify key partners and implement pilots projects for energy efficiency (in the fields of households, industry, administration and/or building sector);
• Plan and implement a energy-saving project in cooperation with the water programme;
• Based on the experience from the pilot projects, specific support programmes will be developed to promote energy efficiency measure in the private and public sector;
• Support the public partners to develop and implement administrative regulations in the field of energy efficiency;
• Support the development of standards for energy efficiency;
• Develop concepts and specific proposals sensitisation for the rational use of energy (eg public campaigns).
Qualifications and skills • M.Sc. in engineering, social science, economics or equivalents;
• Further post-graduate degrees will be considered as an advantage;
• Excellent command of written and spoken English and German;
• Experience with GIZ-projects is required;
• Full computer literacy.

Professional experience
• At least 10 years of working experience in the field energy efficiency;
• Expertise in offering consultancy on national level (eg to Ministries or national agencies) and strengthening of partner institutions;
• Profound expertise in
1. designing and implementing sensitisation/awareness campaigns
2. building/ reorganising advisory structures
3. developing energy efficiency standards
• Excellent skills in network-building as well as experience in participatory planning and steering multi-stakeholder processes;
• At least 5 years experience in donor-funded projects including technical assistance to public institutions in East Africa;
• Recent working experience within the field of sustainable energy in East Africa.
Project duration: 3 years; Commencement: January 2014
