EVALUATION OF THE FRED HOLLOWS FOUNDATIONF FUNDED MANAGEMENT COURSE OFFERED BY THE KILIMANJARO CENTRE FOR COMMUNITY OPHTHALMOLOGY, TANZANIA


The Fred Hollows Foundation (FHF) is calling for proposals from qualified consultants to conduct an impact evaluation exercise for the organizations funded management course offered to eye care workers in Africa by the Kilimanjaro Centre for Community Ophthalmology (KCCO)
The Fred Hollows Foundation is an Australian humanitarian non-government development organization, established in 1992 to address inequities in access to eye health care - particularly to tackle the problem of avoidable blindness and empower people in developing countries to run sustainable eye health services.
The Fred Hollows Foundation is determined to be a key global player in ending avoidable blindness through VISION 2020: The Right to Sight; a global campaign to eliminate avoidable blindness worldwide by 2020. The Fred Hollows Foundation works within the internationally agreed VISION 2020 strategic framework, arguing for and presenting evidence for change where necessary, and openly reporting on our efforts against the internationally agreed indicators of performance. The vision of The Fred Hollows Foundation is to see a world in which no person is needlessly blind. Our approach is to always be guided by local priorities and seek to strengthen and sustain local systems.
One of the foundations key strategic objectives is to ensure that eye care sector at a regional level has the right numbers, rights skills, right place at the right time eye care workers at all levels of service delivery. As a key driver to achieving this goal, the FHF has developed a strategic document, with innovative approaches to address identified gaps in Human Resources Development for eye care workers in Sub-Saharan Africa. This is in complement to the already existing programs and partnerships aimed at strengthening HRD systems at a regional level.
It is in this backdrop the foundation is seeking to engage a short term consultant to conduct a comprehensive evaluation for one of foundations funded activities (management course). The results of the evaluation exercise will come a long way towards informing the foundation on future programming and investment towards the management course. The envisaged consultant will be a highly skilled monitoring and evaluation specialist with vast experience in the health sector and in particular health systems strengthening. A consultant with regional exposure will have an added advantage to perform this assignment.
How to apply:
Interested Consultants (not firms) are invited to submit their technical and financial proposals, curriculum vitae, and Statement of capability to the undersigned address no later than COB Friday 14th June 2013.
The technical proposal should explain the design methodology, schedule of activities and provide examples and profiles of similar and successful work done in related fields. The financial proposal should contain the full consultancy budget.
