ORGANIZATIONAL UNIT
The job is located in the Humanitarian & Fragile Context Branch, Programme Division, New York, under the supervision of the Humanitarian Programme Specialist, HFCB.
MAJOR DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Humanitarian Programme Specialist-HFCB, the incumbent shall be charged with the following duties:
a). Strategy and Policy:
• Analyze of the contextual, programmatic and strategic institutional aspects related with UNFPA engagements in humanitarian and fragile settings.
• Facilitate the activation of all Fast-tracking and Emergency Procurement Procedures at UNFPA in humanitarian and fragile settings and the appraisal of reports on their implementation to provide annual reviews of use of these modalities, proposing modifications as needed.
b). Humanitarian Financing:
 Support data collection and analysis of humanitarian financing trends in relation to UNFPA's Provide support to country offices with development of CERF proposals and other proposals for mandated areas (GBV, Data in Emergencies and RH)
 bilateral funding as and when requested.
 Contribute to the annual compilation and dissemination of UNPFA Humanitarian Appeals from CAP and other chronic emergencies.
 Support with the review of requests and the monitoring and tracking of allocation and utilization of UNFPA Emergency Funds and EFORMS.
c). Partnerships:
 Maintain HFCB database on partnerships and provide support to regional and country offices.
 Provide guidance on how to build and manage strategic partnerships in order to ensure visible and sustainable integration of issues relating to UNFPA mandate in humanitarian and fragile settings.
 Strengthening of collaboration/partnerships with various partners involved in programming in humanitarian and fragile settings
Capacity Building:
 Contribute to capacity building to enhance UNFPA engagement in humanitarian and fragile settings throughout the humanitarian programming cycle (preparedness, response, and recovery).
Humanitarian Preparedness and Response:
 Coordination, management and monitoring of emergency stand-by SURGE personnel processed through NRC, DRC or other partners to UNFPA.  Assist in the monitoring of surge personnel processed and deployed through the UNFPA internal surge roster
 Secretary to the UNFPA’s HQ Crisis Response Team (CRT) as and when level 3 is set up.
 Support updating policy and guideline documents on SOPs, FTPs etc.
Coordination: Participation in inter-agency meetings/workshops as requested
C) Other daily responsibilities
 Provide additional technical and programme support to UNFPA country offices in emergency/post-conflict and transition settings as requested by HFCB, in particular for both 2 Africa regional offices i.e. WCARO and EASRO.
Participate in inter-agency meetings/workshops as appropriate.
ESSENTIAL QUALIFICATIONS AND EXPERIENCE:
Advanced university degree (M.A.) in social sciences, humanitarian practice, international development, public health or related field.
5 years of experience working in humanitarian affairs, part of which should be field based experience in humanitarian programmes management, policy and strategy development.
• Familiarity with IASC and other humanitarian coordination mechanisms, guiding principles and standards;
• Experience needed in programme development and management and reporting
• Excellent command of English and working knowledge of French is an asset
• Excellent interpersonal skills, creativity, strong project management skills, a positive and outgoing personality, and ability to interact successfully with people of different backgrounds and cultures.
• Fluency in English, knowledge of another UN language is an asset.
