Elizabeth Glaser Pediatric AIDS Foundation [EGPAF] supports Tanzania's Ministry of Health and Social Welfare and other stakeholders in the roll out and strengthening of a broad scale up of HIV programs through a District approach. Supported programs include Comprehensive reproductive health and Prevention of Mother to Child Transmission of HIV (PMTCT), Care and Treatment of HIV (C&T), and Home Based Care (HBC).
Specifically the EGPAF supports implementation of HIV/IADS care, treatment and support program in for regions including Arusha, Kilimanjaro, Mtwara, Lindi and Tabora.

Job Summary
The Program Officer for Monitoring and Evaluation [POME] will work as a key member of EGPAF'sTechnical team, under the day to day management of the Regional Program Coordinator and the technical leadership of the Program Manager M&E of the country office. The POME will work in close collaboration with other staff members to ensure that all monitoring and evaluation activities that need to be performed in EGPAF Tanzania's programs which fall under the Field Office (including the Program Monitoring and reporting, M&E system strengthening and Capacity building and Evaluation of program and program interventions as they are introduced and disseminations of the results) are executed with required standard.
Essential Duties and Responsibilities
Monitor program activities that fall under the field office
Tracking of all program activities on weekly basis to make sure that all program units adhere to work plan
Routine data collection both quantitative and qualitative for routine program tracking.
Provision of constructive feedback on program performance toward targets to EGPAF and sub grantees.
Tracking of all program activities in the field office and recording ensuring that they are within the time frame and in line with the program goals and objectives
Monitoring and evaluation capacity building to sub grantees staffs as well as EGPAF staffs at filed office.
Collaborate with Data Management team in training (on job and formal training) data clerks and other site staffs on site data management.
Capacity building of site and EGPAF staffs on M&E techniques, and strengthen and encourage the data use for decision making process
Report collection, compilation, and submission to EGPAF Country office, HQ, donors and other stakeholders;
Support the sub-grantees and sites in collaboration with the Associate Data Management Officers to make sure that all monthly NACP reports are completed and timely submitted to DACC, RACC andMoHSW (NACP)
Make sure that all program quarterly reports (C&T, PMTCT, TB/HIV, Lab, PITC,) are reported in time and in a required quality.
Work closely with Associate Data Management Officers in all matters concerning data management and reporting at EGPAF, sub grantees and site level.
Reviewing of all reporting tool used by EGPAF or Its sub grantees where necessary
Critically review of data collection tools used at EGPAF health facilities as required or where necessary
Support or provide advice in improving these tools
Streamline the process of data collection to simplify and fasten the production of reports.
Glaser database use for program M&E.
Assure that data entry in the Glaser is done timely, accurate and complete, in collaboration and supporting other field staffs who are involved in this activity
Produce several standard reports from the Glaser for use in decision making and dissemination of lesson learnt as well as program performance to different stakeholders.
Meeting and workshop to represent foundation:
Participate actively in internal or external meetings concerning M&E and other project activities as delegated by the RM or PCM6 with various stakeholders, including the MOH, CDC, USAID and other stakeholders; assume representational responsibilities when asked;
Evaluation and use of data of the program at field office to Inform management of proper decision making process:
Work with technical staff in setting, monitoring and achieving program goals and targets;
Playas key person in preparing and providing' constructive performance based feedback to staffs atEGPAF FO, sub grantees, sites and other stakeholders.
Report on quarterly basis on the program implementation achievements, challenges and reasons faced implementation of program activities and advised way forward.
Report on quarterly basis on the outcome/effect/impact of using data through standardized template and best practice identified in different sub grantees and sites.
Assist in operation research activities in the foundation:
Work closely with technical staff to support research and targeted evaluations; through involvement in proposal development, developing tools for research and research techniques.
Involve in report writing and dissemination of research results (through abstract submission in different conferences) after conducting the research.
Support research technical staff to design and implement qualitative or formative research to compliment quantitative data collected.
Focal person for Quality Improvement activities at the field office:
Work' closely with technical staff to support quality improvement activities;
Perform OJ performance measurement to all sites with 01 project when time is due. Provide QICapacity building to site staffs.
Quarterly report to PC QI on performed activities, challenges and lesson learnt concerning QI.
Any other responsibilities as assigned by the Regional Program Coordinator, Regional Program Manager, and Program Manager M&E;
All above mentioned roles and responsibilities will be executed under the leadership of the RM(responsible for the daily management of the Field Office) and the PM ME (responsible for the overall leadership of EGPAF Tanzania's M&E activities),
Required Qualifications
A degree in Statistics, Health Sciences or any field providing the essential skills and experience for this position; Training and experience in Monitoring and Evaluation and the development of M&E tools; preferably of HIV& AIDS interventions or a related field, or otherwise the capacity and motivation to acquire an in-depth knowledge of this field in a short time;
Experience in developing and conducting training;
Previous experience in program management; preferably under US Government regulations; Previous reporting experience to US Government an added advantage;
Computet literacy, with comfortable working experience with the basic Microsoft packages (Outlook, Internet, Word, Excel & power point) and preferably knowledge of statistical packages;
Excellent oral and written communication skills;
Ability and willingness to travel up to 50% in-country.
