Position title: Coordinator of IGAD Development Partners

1. Background and Context
The Intergovernmental Authority on Development (IGAD) is a Regional Economic Community (REC) in the Horn of Africa and one of the building blocks of the African Union. IGAD was created in 1996 to supersede the Intergovernmental Authority on Drought and Development (IGADD) which was founded in 1986 to (a) mitigate effects of the frequently recurrent droughts and other natural disasters that resulted in widespread famine, ecological degradation and economic hardship in the Eastern Africa region; and (b) pool resources together, promote cooperation and coordinate their development efforts. The IGAD region covers Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda. The IGAD vision and mission statements are provided below.

Over the years, IGAD entered into strategic partnerships and alliances with stakeholders to advance its development objectives. The World Bank, African Development Bank, Denmark, Finland, Norway, Sweden, Germany, Netherlands, Spain, Italy, Ireland, the European Commission (EC), USAID, Canada, UNDP, FAO and WFP are among the main partners and stakeholders who support IGAD development interventions.
In order to promote, consolidate and maintain close cooperation mechanisms and relationships with its development partners in line with the Paris Declaration on Aid Effectiveness through ownership, harmonization, alignment, results and mutual accountability, IGAD is seeking the services an expert to strengthen its coordination functions.
The role of the coordinator is to design and lead an effective and efficient coordination mechanism and process for IGAD interactions with its development partners and stakeholders.
2. Core Functions and Responsibilities
Under the supervision of the Planning and Coordination Program Manager in the Office of the Executive Secretary, the Coordinator and in close collaboration with IGAD-Divisions and Specialized Offices have the following responsibilities and core functions:
1. Designing and managing an IGAD mechanism and process for coordination with development partners and other stakeholders;
2. Establishment of a coordination communication system linking IGAD and different stakeholder groups;
3. Promoting and building effective partnerships between IGAD and partners;
4. Promoting outreach and Media involvement in IGAD image building activities among development partners;
5. Establishing an IGAD donor mapping framework and regularly updating it;
6. Contributing to the programming, planning and reporting functions of the Planning and Coordination Section of the IGAD Secretariat;
7. Contributing to the M&E and knowledge and information sharing activities of the IGAD Secretariat;
8. Contributing to the resource mobilization activities of the Secretariat
9. Perform any other related duties as assigned

3. Qualifications and core-competence
Education & work Experience:
Advanced university degree in economics, social science, management, international relations, or communication science; - candidates with PhD or additional qualifications have an added advantage;

• Extensive relevant experience of 10 years;
• Experience in stakeholder coordination in an organization with a mandate similar to IGAD;
• Experience in developing and delivering partnership building with different stakeholders and partner organizations;
• Experience in at least two IGAD member states
Skills and Abilities:

Language requirements: Fluency in one of the working languages (English/French) is required. Proficiency in the other is an added advantage.
Age Limit: 40-55
Tenure of Appointment: The appointment shall be for an initial period of twenty four (24) months,
renewable subject to availability of fund and satisfactory performance
