UN in Kazakhstan is considering the possibility to move to a new UN House which has been offered by the Government of Kazakhstan in 2009 as a rent-free premise. The building is estimated to have been constructed in 1999 and was previously used as an administrative building. The building to be renovated is a six-storied structure of measuring 3333,3 sq.m., including 2085,3 sq.m. of office space and 1248 sq.m. of common space. Floors layout must be adjusted in order to ensure more efficient use of office space. This renovation project is administered by UNDP in Kazakhstan. Office space requires remodeling, re-design and capital renovation works which can be summarized as follows: - Interior Renovation Works (Entrance Terrace, Entrance Lounge, Meeting Rooms, Staff Canteen, Wash Rooms, Office Floors (Levels 2-6), Emergency Staircase, Roof, Water Supply and Sewerage);
- Electrical & Allied Works (HVAC, electrical, Telephone/Data Communications);
- Heating and Ventilation;
- Access control Systems (Security in line with the UN’s Minimum Operational Security Standarts (MOSS) compliance requirements);
- Façades (Short term);
- Landscaping.

Duties and Responsibilities |
The objective of UNDP Kazakhstan is to contract the services of a professional Independent International Civil Engineer(hereinafter referred to as “the Engineer”) under a Individual Contract (hereinafter referred to as “IC”) to provide technical assistance and advisory support services with regard to renovation project of new UN House located at 14 Bukeikhan street, Astana, Kazakhstan. |
Competencies |
The key outputs shall be as follows: - Review the Bill of Quantities (BoQ), Cost estimates and other related documentation prepared by the design company and assess compliance of BoQ and cost estimates with requirements of the project, construction codes and local laws related to the civil works and construction;
- Review and asses the relevance of the volume and description of works as well as specifications, quantity and unit costs of materials used BoQ;
- Identify overall quality and relevance of the BoQ and cost estimates prepared by the design company;
- To provide written Report (certification) whether BoQ are compliant with the level of services required under renovation project.
- To help in preparation and start of tendering procedure;
- To consult on questions related to the design and BoQ, received from potential bidders during tendering procedure;
- To participate in the evaluation of bids – assessment of offerors’ competency and experience;
- To analyze measures, quantities and description of each item in the offers against the original BoQ;
- To analyze and review the offered unit rates against the cost estimate in correlation with BoQs and to assess whether they are realistic;
- To provide written report (certification) whether the offered unit rates are realistic and in accordance to local market conditions;
- To analyze and review if the offered technical specifications are in accordance to the advertised ones;
- To provide written report/assess as to how much the offer deviates from internal estimate and possible reasons in case of significant deviations.

Required Skills and Experience |
Education: - BS in Civil, Structural, Environmental Engineering or BA in Architecture with specialization in the highlighted areas as indicated under the competencies section. Higher degree or professional certification in specialized area is an asset.
Experience: - Senior professional level with a minimum of ten years practical experience in the specified field. International experience is an advantage.
Language Requirements: - English fluency. Knowledge of Russian or other language of the region is an additional asset.
Special Considerations: - Knowledge of procurement, tendering and contracting regulations, requirements of international organizations such as UNDP, EC and IFIs etc.
- Experience in working in complex environments and large infrastructure and/or civil works.
