BACKGROUND
UN-Habitat has been active in the Somali urban sector for more than 25 years. Project activities have evolved from targeting immediate local needs to more systematic attempts to address sustainable urban development through integrated human settlement programmes.
The UN-Habitat Somalia Programme is currently active in the following sectors:
Governance and Service Delivery:
- The UN Joint Programme on Local Governance and Decentralized Service Delivery involves activities in all three Somali regions, through a comprehensive approach that aims at supporting improved service delivery, increased public investment in basic services, and strengthened civic awareness and participation in local decision making and development. UN-Habitat’s role within this multi-agency, multi-donor programme includes interventions in urban planning, land management, policy development (including by-laws and regulations), municipal finance reform, improved basic services, infrastructure rehabilitation, and capacity development of local authorities and institutions, such as the Somaliland Land and Urban Management Institute (LUMI), the Associations of Local Government Authorities of Somaliland (ALGSAL) and Puntland (ALGAPL)
- Support to Benadir Regional Administration’s Central Department of Urban Planning (South-Central Somalia): this involves the establishment of a GIS office at the Mogadishu Planning Department and capacity building support for a period of at least 6 months.
- Urban Water Supply: infrastructure rehabilitation and expansion, capacity building of water utilities, establishment of suitable management frameworks and PPP-arrangements.
Livelihoods and Reconstruction:
- Through the EU-funded project “Sustainable Employment Creation and Improved Livelihoods for Vulnerable Urban Communities in Mogadishu” (SECIL), UN-Habitat aims at providing an enabling environment for investment, public-private partnership and improved livelihoods. Towards these goals, the project targets specific needs and opportunities in six strategic areas of the urban economy, namely: economic infrastructure; solid waste management (SWM); construction; water and sanitation; renewable energy and environmental protection; and trade, processing and manufacturing. In addition to developing the capacities of vulnerable groups and private sector entities in these six areas, the project will also contribute to improved delivery of essential public services in Mogadishu.
- Rehabilitation of prioritized public infrastructure in all districts of Mogadishu
- Ports and Roads Infrastructure Upgrading in Bosasso (Puntland): The project covers infrastructure interventions that will serve the port of Bossaso, improve the overall urban transport situation and the local economy.
Shelter/IDPs:
- Shelter Construction, Settlement Planning, public infrastructure, skills training and creation of employment opportunities for Returnees and Internally Displaced People in Hargeisa (Somaliland) and Bosasso (Puntland)
- IDP settlement mapping, planning and physical improvement (access roads and storm water drainages) of IDP settlement areas in Mogadishu (South-Cental Somalia)

EDUCATION
A Master’s degree in a relevant discipline for the respective position or a first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
WORK EXPERIENCE
A minimum of 7 to 10 years of professional practical experience in a field related to the advertised position.
Good knowledge of the respective substantive matter.
LANGUAGE SKILLS
English and French are the working languages of the United Nations Secretariat. For the posts advertised, fluency in oral and written English is required.
OTHER SKILLS
Be familiar with and loyal to the goals of UN-Habitat and UN. Willingness to travel to Somalia. Sound judgment, analytical skills, networking and interpersonal skills, and report/project writing skills.
REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
