The United Nations Human Settlements Programme, UN-HABITAT, is the focal point for human settlements in the United Nations. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. Responsibilities | |||||||
| |||||||
Under the supervision of the Senior Programme Officer, Quality Assurance Unit, the incumbent will be responsible for the following duties: Programme Planning: Contribute to the development of the biennial strategic framework; prepare a biennial work programme ensuring compliance with General Assembly and Governing Council mandates, the six year strategic plan, organizational policy and instructions from the Programme Planning and Budget Division; work closely with the Programme Planning and Budget Division during the review of the document, respond to all queries and make changes as necessary; prepare the introductory statements of the Executive Director and any other documents during the review of the biennial strategic framework and biennial work programme documents by the intergovernmental bodies; and support the review processes as necessary; ensure accurate entry of the biennial strategic framework and work programme documents into the Integrated Monitoring and Documentation Information System (IMDIS) and continuously review the fascicles for accuracy. Provide support to all levels of the organization on programme planning issues; prepare the annual Work Plan for the organization; contribute to the development, updating and implementation of the results framework and the performance measurement plan for the six year strategic plan for 2014-2019; coordinate Results Based Management training in the organization; develop and update programme planning tools as necessary; develop and maintain a database on recommendations from the monitoring and evaluation reports, including lessons learnt and best practices and ensure that these inform the programme planning process. Perform other related duties as may be assigned. | |||||||

Professionalism: In depth knowledge and proven experience in implementing or training in results-based management, strategic planning/programme planning, monitoring and reporting, project management and development of logic models in international organizations. Communication: Strong writing and oral communication skills. Ability to prepare and edit a variety of documents, reports and other communication. Ability to articulate ideas and concepts in a clear and concise style in both written and oral forms. Planning and Organizing: Ability to work with all organizational units, obtaining inputs and preparing the planning documents in an efficient and timely manner. Be thorough and detail-oriented. Able to work under pressure, organise own work and establish priorities, and have a capability to work in a context of competing deadlines. Teamwork: Strong interpersonal skills and ability to establish, interact and maintain effective working relations with staff at all levels in the organization, in a multi-cultural and diverse environment. Commitment to organizational and team goals is essential. | |||||||

Education | |||||||
| |||||||
Advanced university degree (Master’s degree or equivalent) in social sciences, development, management/studies, business studies or related field. A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree. | |||||||

Work Experience | |||||||
| |||||||
A minimum of seven years professional experience in programme planning, programme/project management and results-based management. At least three years experience in an international organization is required. Experience in the UN is highly desirable. Experience with integrating performance information and information from other sources into planning documents is desirable. | |||||||

Languages | |||||||
| |||||||
English and French are the two working languages of the United Nations Secretariat. For this post, fluency in English, both oral and written, is required. Knowledge of another UN language will be an advantage. | |||||||

Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview. | |||||||
