PSI is seeking a Senior Procurement and Logistics Officer to provide its social marketing programs in developing countries with their health commodities (e.g. contraceptives, oral rehydration salts, insecticide-treated bed nets, antibiotics, vitamins, and micronutrients), related healthcare items and other project needed deliverables. Procurement to consist but not limited to condoms, Oral Contraceptives,HIV testing Kits,Misoprostol,LLIN’s,IUD’s,implants etc.The Senior Procurement Officer will report to the Senior Purchasing Manager, and will be based in Washington, D.C.
RESPONSIBILITIES:
• Liaise with field offices to determine procurement needs and appropriate delivery schedules; • Manage bids for commodity purchases in accordance with appropriate donor government regulations; • Receive and open bids as per funder and PSI’s established processes and procedures; • Prepare bid evaluation forms for field and/or funder review; • Liaise with global PSI staff to provide regular status reports to field offices, and coordinate scheduling and share information on orders; • Draft and/ contribute to the waiver request process ,if any, prior to contracting or raising of Purchase Order/Contract; • Develop and implement the process for quality checks at the field and HQ levels. .Ensure that all items procured meet appropriate quality standards; • Be responsible for “Procure to Pay” cycle for procurement activity; • Provide short term technical assistance and capacity building to field offices and HQ staff; • May supervise and mentor associate procurement officers; • Provide regular status reports to field offices, and other customers; • Other duties as necessary to support PSI’s global health impact; • Must be willing to obtain professional procurement certification;
QUALIFICATIONS: • BA/BS degree required or equivalent experience • At least 5-7 years experience in procurement, preferably in Pharmaceutical Procurement • Working knowledge of public procurement regulations, including FAR and AIDAR, some USAID experience preferred • Have experience with developing systems for Vendor Development and Vendor Evaluation • Must possess time bound “Key Performance Indicators” for self and team to monitor multiple requisitions • Basic understanding of strategic sourcing • Basic overall understanding of supply chain including forecasting, planning and inventory • Exceptional communication skills • Strong computer skills, experience with Excel and Access desirable • Interest in international development and working with multiple countries across timezones and culture, intellectually curious individual encouraged to apply • CIPS or CPSM certification desired • Working knowledge of Spanish or French is highly desirable.
