PSI seeks an experienced Chief of Party to lead activities under a large malaria project. The Chief of Party should have significant leadership, management and international development experience; a demonstrated track record in successfully managing large donor funded projects; a commitment to capacity building; and experience successfully implementing international health programs centered around malaria prevention and treatment, particularly in post-conflict settings. This position will be based in Kinshasa, DRC and will oversee a management team in the DRC office as well as key focal points throughout DRC. This position will report to the Country Director of PSI/ASF.
RESPONSIBILITIES:
• Oversee the management and implementation of a large malaria project covering distribution of long-lasting insecticide treated nets, treatment opportunities through the private sector, and capacity building of the DRC’s National Malaria Control Program • Provide overall oversight of the project and maintain effective and regular communication with donors, implementing partners, DRC government entities and the private sector • Serve as the focal point for engaging in policy dialogue with the MOH centrally in conjunction with donors on key issues relevant to service delivery within DRC • Oversee the submission of high-quality periodic reporting in line with donor and PSI requirements (Quarterly and Annual Status reports, quarterly financial reports, forecasting etc…) • Ensure the effective use and coordination of donor resources and the compliance of the financial systems and controls with donor standards. • Lead internal and external program planning and reporting including annual work planning with technical and implementing partners, including capacity building and technical assistance. • Provide oversight of policy and technical guidance to implementing partners to ensure quality of service provision and alignment of priorities • Ensure sound financial management including programmatic budgeting, spending projections and monitoring of payments. • Oversee the development of synthesizing and disseminating lessons learned from projects between implementing partners • Assist the Country Representative with other duties as necessary
QUALIFICATIONS:
• Masters degree in public health, business administration, international development or related field • 10+ years of demonstrated success in leadership and management of large, donor-funded international development projects preferably in Africa, as well as 5 years of experience in malaria in developing countries • Knowledge of health delivery systems in the public and private sectors as well as solid understanding of malaria- and child health-related issues • Broad understanding of public health in West and Central Africa (preferably in the DRC) • Demonstrated knowledge of donor contract implementation • Exceptional managerial and operational experience, preferably managing complex public health sector activities involving coordination with multiple program partner institutions • Experience with advocacy within government and non government channels • Excellent interpersonal and communication skills • Excellent management skills • Fluency in English and French is required • Advanced Microsoft Office skills
