NRC has worked in the DR Congo since 2001 and contributes to the improvement of living conditions for displaced through NFI and food distributions, food security interventions, construction of shelters and schools, education and information, counselling and legal assistance. The main office is in Goma with a liaison office in the capital Kinshasa. Interventions are located in North Kivu (Goma, Béni) and in South Kivu (Bukavu, Baraka). NRC is providing protection and humanitarian assistance to IDPs and returnees through an integrated approach, with its project activities supporting and reinforcing each other.
As of 30 June 2012, OCHA estimates a total of 2,240,254 displaced and over 700,000 returnees within the DRC, while another 450,000 Congolese continue to live abroad as refugees. After years of conflict, return and reintegration of the displaced populations constitute an enormous challenge for the humanitarian community. In order to facilitate this, reconciliation committees have been established in all areas of expected major return in order to ease tensions and mediate potential conflicts between returnees and host communities.
NRC is now seeking a Country Director (CD) for DRC, who will be responsible for providing overall leadership for all activities within the DRC country programme.
Job description ■The CD will lead NRC’s activities in DRC and is responsible for accountable and high quality programme delivery in the country
The Country Director will during the coming two years in particular focus on: ■Ensuring that programme activities are relevant to the target groups and delivered with high quality ■Following up and continuing the LEAN approach ■Securing a robust and cost efficient country program ■Personnel interaction and management ■Coordination and quality control of project applications (incl. budgets and Monitoring & Evaluation) developed by NRC´s project personnel ■Coordinating NRC programme activities with national authorities, United Nations agencies and other national and international agencies/organisations in Kinshasa ■Improving access to beneficiaries

Qualifications ■Minimum 5 years leadership and management experience ■Previous experience from working as a senior manager in a complex humanitarian/recovery context ■Relevant university degree or higher education, preferably in management, social sciences or international development ■Previous experience from starting up a country programme is a plus ■Experience from advocacy work ■Proven communication and interpersonal skills ■Proven ability to analyse political and humanitarian contexts ■Proven ability to represent an organisation at different levels ■Good understanding of the complementary role of an organisation in a humanitarian context ■Awareness of gender issues ■Fluency in the French and English language, both written and verbal ■Knowledge of the context in DRC and the Great Lakes Region ■Above average computer literacy ■Holder of a valid international driver’s licence
