Project/Proposal Summary:
The U.S. Trade and Development Agency helps companies create U.S. jobs through the export of U.S. goods and services for priority development projects in emerging economies. USTDA links U.S. businesses to export opportunities by funding project planning activities, pilot projects, and reverse trade missions while creating sustainable infrastructure and economic growth in partner countries. In support of this mission, USTDA’s Program Evaluation Office conducts 200 -300 evaluations annually of the outcomes of USTDA-funded activities. USTDA‘s priority sectors energy, transportation and information communication technology (ICT).
Position Summary: MSI is seeking consultants with expertise in monitoring and evaluation (M&E) processes including experience with evaluating foreign assistance and/or export promotion programs. The consultancies would last between 1 week and 1 month throughout the duration of the 1 year project. The project is expected to begin October 1, 2012 and end on September 30, 2013.
Responsibilities: • Track results, provide research on project information, and document the linkage between activity interventions, immediate impacts, and long-term outcomes • Conducting interviews, verbally or in writing, and completing all supporting documentation. • Drafting evaluation reports including tracking results, successfully researching project information, and documenting the linkage between activity interventions, immediate impacts, and long-term outcomes.
Qualifications: • Degree from an accredited university in a relevant field. • Knowledge of specific industries and sectors, particularly in USTDA‘s priority sectors energy, transportation and information communication technology (ICT); • Relevant technical experience with international donor-funded programs, particularly those of USTDA, and in the sectors of energy, transportation and information communication technology (ICT). • Demonstrated interpersonal skills including excellent communications skills verbally and in writing, and sensitivity to cross-cultural differences required. • Professional level communication in Spanish, French, Portuguese, Mandarin, Arabic or other languages native to the countries where USTDA is active;
• Strong computer skills, including ease and skill in using word Excel spreadsheets.
