OBJECTIVES OF THE PROGRAMME : To control / eliminate malaria in Vanuatu in coordination with key stakeholders and in cooperation with regional initiatives. To reduce morbidity and mortality of malaria and other vectorborne and parasitic diseases through the use of appropriate global strategies, social mobilization and multisectoral actions. | |
Description of duties: Under the guidance and supervision of the WHO Country Liaison Officer, the incumbent will perform the following duties and responsibilities: 1. As part of the support team, to provide technical support to the Vanuatu National Malaria Control Programme (NMCP) in all clinical and medicine-related aspects of the intensified implementation of the programme, specifically: a) for supporting and monitoring high coverage of parasite-based diagnostic services in all health services using microscopy or rapid diagnostic tests (RDTs), including supporting a quality assurance system for both; b) for supporting use and adherence to the new malaria treatment guidelines with artemisinin-based combination therapy (ACT) as first-line treatment for uncomplicated malaria, introduced in 2009, including training on treatment of uncomplicated and severe malaria including pre-referral treatment using artesunate suppositories, and monitoring diagnosis and treatment practices from hospital to community level; 2. Provide technical support to diagnosis and treatment-related aspects of malaria elimination in pilot provinces, including for active case detection and treatment; 3. Technically support operational research on the use of primaquine for the safe and effective treatment of Plasmodium vivax, including possibly the use of G6PD deficiency testing; 4. Support the regular in vivo monitoring of the efficacy of the 1st and 2nd line national malaria treatment in sentinel sites, and updating the national malaria treatment guidelines; 5. Provide technical support to strengthening the management of medical supplies including forecasting and supply chain and stock management to minimize stock outs of essential medicines and associated treatment consumables; 6. Strengthen health facility reporting, monitoring and data analysis; support malaria surveillance and stratification to guide intensified malaria control and elimination interventions; support routine active case detection in pilot areas; 7. Support and closely cooperate with regional initiatives in the control and elimination of malaria and other vectorborne and parasitic diseases, especially the Pacific Malaria Initiative; 8. Prepare technical and periodic reports of routine activities and assignments undertaken on special missions; 9. Perform other duties as may be required to support and maximize the function of the Country Liaison Office. | |
REQUIRED QUALIFICATIONS | |
Education: University degree in medicine with postgraduate degree in public health, tropical medicine, medical parasitology or epidemiology is essential. Postgraduate degree or training in clinical trials (preferably at PhD level), medicines supply management or communicable disease epidemiology is desirable. | |
Skills: Thorough knowledge and understanding of malaria and other vectorborne and parasitic diseases and their control / elimination. Skills in clinical management, disease surveillance, health situation analysis, strategic thinking, supply management, programme management and evaluation, clinical and operational research and in promoting national capabilities at all levels. Excellent communication skills. Ability to travel and work in remote field conditions. Computer skills. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct. Competencies: 1. Producing results 2. Experience: Minimum of seven years of experience in vectorborne disease control activities including three years of malaria control experience at international level is essential. Documented clinical or operational research experience is required. Experience in project planning, management, monitoring and evaluation at international level is necessary. Experience in health systems development, clinical trials and operational research; previous experience with Global Fund an advantage; working experience in developing countries highly desirable. | |
Languages: Excellent knowledge of spoken and written English. Ability to speak French is an advantage. | |
Annual salary: (Net of tax) USD67 483 at single rate USD72 467 with primary dependants | Post Adjustment: 80.9 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
