Danish Deming Group (DDG) is a department under Danish Refugee Council (DRC). DDG has operated in Somaliland since 1999 and in South Central Somalia since 2007 clearing mines and other explosive remnants of war.
Following extensive research into the threats to the safety of local communities in Somaliland, DDG developed and began implementation of a 2 year pilot Community Safety (CS) Program in April 2008. This is now a well-established and successful AVR programme, and is currently being expanded to include the District level of safety management, and in a specific Small Arms and Light Weapons (SALW) management project, recognising the threat from proliferation of uncontrolled SALW in Somaliland.
DDG’s community safety approach encompasses the following elements:
• Strengthening local institutions and enhancing local capacity for addressing safety needs
• Addressing immediate threats posed by explosive remnants of war
• Addressing small arms as a tool of violence
• Building capacity for conflict management and peace
• Strengthening relationships between security providers and communities
The program is rooted in a participatory process, where DDG assists target communities to assess their safety and security situation, define and prioritize their safety and security needs and identify resources to address these needs. The AVR Manager works closely with the District Safety Project Manager and the Country Director.
RESPONSIBILITIES
The AVR Manager is responsible for monitoring, supporting and advising on operational aspects in the sections assigned to him/her. The AVR Manager has the following specific responsibilities:
A) Operations
• Mentor, monitor, advice and supervise the national programme staff in the assigned sections, ensuring that they carry out their duties and responsibilities in accordance with their job descriptions, the community safety operational guidelines and as tasked.
• Ensure that all activities within the assigned sections are coordinated with and complementary to each other and all other DDG Somaliland sections and other relevant programming including both DRC and external partners
• Make regular field visits to monitor and advise the national staff in programme delivery
• Maintain working relationships with DDG’s other AVR programmes within the Horn of Africa to exchange experience and ideas.
B) Programme Development
• Assist the Country Director in the on-going development of the Community Safety Programme and strengthening the links with other programmes of DDG and DRC in Somaliland.
• Ensure the staff are well trained and have the relevant skills and capacity to deliver the programme efficiently and effectively.
C) Stakeholder relations • Liaise with local authorities; external partners etc. within his/her assigned areas of responsibility and coordinate with the Country Director and senior national staff.
D) Reporting
• Assist the senior national staff in the timely and quality compilation of monthly, quarterly and annual reports for their specific sections.
• Make regular field visits and reports
• Support the Country Director to prepare annual reports to the host government, donors and DDG Head Office as requested.
E) Admin/HR
• Monitor admin and HR aspects of his/her assigned sections, including monitoring the discipline and welfare of the programme staff and ensuring that the correct level of staff capacity is maintained.
• Line-manage the assigned senior national staff. The AVR Manager will also coach and mentor the senior national staff in management skills in relation to their teams.
F) Finance
• The AVR Manager is responsible for monitoring of the financial aspects of the activities in his/her assigned sections.
G. Other
• Additional tasks as given by the Country Director.
QUALIFICATIONS
• University Degree, preferably Master’s in Social Sciences, Management, Law, International Development, International Relations or other relevant subject.
• Minimum of 3 years working experience at an international level with humanitarian international NGOs or operational UN agencies
• Minimum of 1 year field experience in conflict affected areas, preferably in Africa in general or Horn of Africa in particular
• Proven experience in project management, including budget management, reporting, staff management and monitoring and evaluation
• Preferably experience in the area of small arms light weapons, and/or community based safety programming
• Fluency in written and spoken English
• High degree of computer literacy

• Political and cultural sensitivity, including ability to adapt well to local cultures. Please note Somaliland is a strict Sunni society.

• Analytical and reporting skills
CONDITIONS
Duty station: Hargeisa, Somaliland with frequent travel to other areas of Somaliland. This is a ‘non-family duty station’ and the person must be prepared to live and work in an isolated and unstable security environment with limited recreational and social facilities. Accommodation is provided. The AVR Manager is expected to spend around 30-40% of the time in the field (outside Hargeisa)
Contract: 12 months - with possibilities for extension, subject to funding. Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; The position offers regular R&R plus holidays. The position is subject to funding.
Start date: As soon as possible.
