Background
The Water Supply and Sanitation Collaborative Council (WSSCC) was established in 1990 and its mandate is expressed in United Nations General Assembly resolution A/RES/45/181. Since its establishment, WSSCC has worked to accelerate the provision of drinking water, sanitation and hygiene services for poor people in developing countries. In 2007, WSSCC began to focus on sanitation and hygiene given the extent of this issue with some estimated 2.6 billion people being deprived of access to toilets. WSSCC established a Global Sanitation Fund (GSF). This is a global grant financing mechanism dedicated to sanitation and hygiene. Presently, the GSF has provided for grant programmes in five countries. This number will increase to nine before year end under current funding levels of the GSF. Thereafter the GSF anticipates a period of growth and country programmes could increase up to fifty, depending on the level of funding that it might receive in the future. Under its current operating principles, in each country the GSF appoints an Executing Agency (EA) that will administer the grant within that country. Each EA then makes sub-grants to non-government organizations (NGOs), private sector and local governments/civil society. An EA also procures service providers to carry out discrete and defined tasks (directly procured activities). The EA in turn has to submit technical and financial reports, of varying detail, quarterly, semi-annually and annually.
It is now necessary to define a management information system (MIS) for the GSF, as part of an
overall GSF operations manual and standard operating procedures (SOPs), in order to have a solid MIS in place not only allowing for future growth but also capable of tracking and measuring key performance parameters against which the impact of the GSF should be measured.
Duties and Responsibilities
The principal objective (output) of the consultancy is to design and operationalize a MIS and attendant SOPs capable to support efficient and impact-driven management of the Global Sanitation Fund.
The consultant will advise the Global Sanitation Fund Manager of the WSSCC-UNOPS and will work in close collaboration with UNOPS. He/she will report at the general working level to the GSF Programme Manager (Grants Management) or a Programme Officer nominated by the Programme Manager.
Scope of work:

Review the current GSF work plans and long term plan with scenarios and make recommendations with regard to MIS requirements

Consult with the Monitoring and Evaluation Expert and the Expert on Financial Analysis and Management on scope of data requirement and prepare a comprehensive strategy on data needs at various levels of the GSF programme implementation.

Conceptualize and formulate the overall MIS system. Consult with UNOPS on data requirements and existing MIS capabilities already built or in progress.

Identify systems requirements, design the system, work in close collaboration with UNOPS for available IT software and/or platforms, and draw up specifications for contracting an IT software designer (as may be required) to design and develop the system.

As required, liaise with the consultants designing the M&E system and the financial management reporting system to ensure that the MIS accommodates both the M&E and financial reporting systems as well as the full grant management cycle.

Assist with procurement and supervision of the software design and systems development and testing in close collaboration with UNOPS

Prepare relevant Standard Operating Protocols (SOPs) for GSF Country Programme Executing Agencies and their Sub-Grantees as well as those pertaining to other aspects of implementing the MIS design.
The consultant is expected to complete the assignments within the contractual period and an agreed lump sum fee.
If WSSCC-UNOPS requests the contractor to participate in meetings and visits outside of the duty station, all travel and communication expenses will be covered separately as per UNOPS procedures and standards.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Education/Experience/Language
a. Education
Advanced university degree (Masters and above) in systems development, business administration or another relevant discipline. .
b. Work Experience Minimum 11 years demonstrated track record at national and international levels in the area of MIS from design to implementation to training personnel in the application and maintenance of MIS programmes At least 3 to 5 years demonstrated experience in delivery of grant programmes ( global and national) Knowledge and experience of MIS in sanitation and hygiene grant-based programmes as well as other types of globally-funded grant programmes would be an asset.
c. Languages: Fluency in English (oral and writing)
