Responsibilities include:
- Assist the Rwanda Revenue Authority and other stakeholders conduct a review of Rwanda's Advance Rulings and Appeals processes and provide recommendations for improvements
- Draft necessary changes to regulations and procedures
Qualifications:
- Advanced degree in a business or a related field required
- Minimum 15 years of work experience related to customs issues in World Trade Organization (WTO) countries, with increasing senior-level work experience and supervisory responsibility
- Minimum 10 years of experience working in developing country environments
- Experience working as a consultant in customs-related projects in the WTO or in a Customs Union/territory set-up strongly preferred
- Knowledge of U.S./bilateral free trade agreement (e.g. NAFTA) advance ruling and appeals system
- Experience with bilateral, multilateral, and private sector clients greatly preferred
- Excellent oral and written communication skills
- Cross-cultural interpersonal skills
- Ability to resolve higher level work and issues with senior country counterparts, donor representatives, and senior-level USAID staff
- Demonstrated leadership, versatility, and integrity
- English fluency required
