PRINCIPAL ADMINISTRATIVE OFFICER– (REF: EAC/HR/2014-2015/003)
Grade: P3
Reports to: Deputy Executive Secretary (Finance and Administration)
Organ/Institution: East African Science and Technology Commission (EASTECO)
Station: Kigali, Rwanda
Position Summary
To provide support services in matters regarding human resource, administration, and procurement.
Duties and Responsibilities
• Coordinate proper budget, resource allocation and utilization in the department;
• Design and maintain internal administrative and human resource systems;
• Ensure periodic staff performance appraisal/ evaluation exercise;
• Implement of council Decisions regarding human resource and administration;
• Ensure the recruitment of staff in accordance with the established rules, procedures and practices;
• Ensure cost effective and efficient procurement of goods and services;
• Provide protocol services to visitors and dignitaries;
• Liaise with the Ministries of Foreign Affairs and International Cooperation of the Partner States in respect of Immunities and Privileges including handling of diplomatic correspondences on Identity Cards, accreditation, visas, and resident permits;
Handle management of transport, including planning, allocation, maintenance, and insurance, vehicle registration, controlling and accounting for fuel and making regular reports;
• Liaise with the Accounts Section to ensure payments for goods and services delivered are effected;
• Facilitate audit exercises in relation to administrative services;
• Carry out general office management and coordinate provision of conference, protocol, procurement, and security and estates management services;
• Develop and implement security policies to guide and harmonize management of security in the commission and advise management and staff on security matters;
• Plan and ensure efficient management of the EASTECO premises, office facilities and transport;
• Prepare progress and annual reports and follow up on implementation of Council and Summit decisions related to administrative matters of the Community; and
• Promote a positive corporate culture and image of the Community.
Key Qualifications and Experience
• Master’s degree in Public Administration, Business Administration or equivalent qualification from a recognised university.
10 years of experience in equivalent position in busy organization with five (5) years at senior level.
• Substantial experience of public procurement procedures and consular/protocol services is essential.
Skills and Competencies
• Impeccable demonstrated skills in protocol management;
• Excellent communication skills (listening and questioning, written and presentation);
• Excellent planning and coordination skills;
• Very strong skills in effectively managing, coaching and mentoring diverse teams;
• Proven high level of creativity and innovation;
• Demonstrated experience in networking, and building and sustaining effective business relationships with various stakeholders including vendors;
• Proficiency in computerised accounting packages
Duration of Contract: Five (5) years, renewable once.
Terms and Conditions of Service
All positions are subject to the application of the Quota System while the Drivers positions under the General Support Staff category are subject to recruitment under local terms and from the host country only.
