Responsible For: Programme Managers, Equality Advisor, Communication Officer and PSO Based in Masasi
Liaises With: SMT members, Desk Officer, SAL, Government Ministries, Local Government Authorities and donors
Job Purpose:
The ACDP is a key member of the Senior Management Team (SMT). S/he will ensure that programmes are implemented and monitored effectively for improving the measurement of impact and sustainability. As a member of the SMT, the ACDP will ensures the effective management and expenditure tracking of donors’ funds and organisational financial resources allocated to programmes by ensuring compliance with Concern policies and procedures.
The ACDP has responsibility to contribute to enhancing the programming and managerial skills of staff, and shall assist in implementing the exit strategy and plan. S/he shall deputise for the Country Director as required and is expected to represent Concern in various forums.
Main Duties & Responsibilities:
Programme Management
  • Facilitate high quality programme management process through the application of the results-based management framework and by ensuring adherence to Concern Worldwide PCM guide.
  • Lead programme annual review and organise mid-term reviews and final evaluations in line with the organisation’s and donors’ requirements.
  • Produce monthly, quarterly and annual programme progress reports timely and to a high standard.
  • Encourage joint planning and monitoring among programmes and facilitate increased linkages and integration as appropriate.
  • Lead the mainstreaming of cross cutting issues (equality, DRR, RBA and HIV and AIDS) in programmes.
  • By working with the General Systems Manager, Financial Controller and Internal Auditor, and in consultation with grant recipient partners ensure that the latter use financial grants from Concern according to the agreement, activity plan and budget.
  • Ensure that programmes are implemented as per approved plan and budget.
  • Ensure that programme budgets are prepared accurately, revised timely and expenditures are tracked regularly.
  • In collaboration with finance, ensure that partners’ financial management systems and expenditure are consistent with agreed procedure and standard acceptable practices.
  • Regularly review the country programme commitment to donors and ensure that programme managers, the Communication Officer, Country Financial Controller (CFC) and Country Director are updated on donor reporting schedules.
  • Make sure that programme progress reports to be submitted to donors are drafted and are shared timely with a view to meet reporting requirements.
  • Working closely with the Senior Management Team, Programme Managers, HR Manager and partners, ensure compliance with Concern’s Programme Participants Protection Policy (P4), Anti-Fraud policy and Humanitarian Accountability Partnership (HAP) standards.
  • Assist the Country Director in implementing the exit strategy and implementation plan, and lead programme managers in executing the exit plan.
Quality Assurance
  • Lead and work closely with programme managers in reviewing the results framework, ensuring regular monitoring, organising annual and mid-term reviews, and evaluations.
  • Provide guidance concerning programme quality and organise specific activities (orientation, training, coaching and mentoring) designed to contribute to improve programme quality.
  • Support programme managers in the preparation of M&E surveys and take a lead role and/or facilitate the analysis of data undertaken by consultants or Concern technical advisors.
  • Regularly share information with programme managers concerning programme quality standards the country programme is expected to deliver.
  • Ensure programmes are implemented as designed and monitoring frameworks are applied as per the country programme commitments.
  • Ensure tools needed for programme quality assurance are known, understood and used by programme managers, PSOs and other relevant staff.
  • Ensure that all progress reports and information pack to be shared internally and externally are of high quality standards in terms of organisation, presentation, quality of information, clarity, etc.
Documenting and Disseminating Learning
  • Ensure the Communication Officer has all the necessary programmatic information to produce communication, learning and advocacy materials.
  • Ensure that best practices and lessons learned from programmes are documented and are timely shared internally and externally.
  • Facilitate lessons and experience sharing between CWR and partners.
  • Disseminate information on best programme practices internally to promote continual learning.
  • Facilitate and jointly plan trainings for partners.
Staff Management
  • Actively contribute to maintaining a strong and committed team of programme staff.
  • Ensure that programme staff are adhering to Concern Worldwide policies and procedures.
  • Assist programme managers to develop their skills and competencies through the PDR process.
  • Ensure that all programmes staff and partners are aware of and are complying with the Programme Participant Protection Policy and Anti-Fraud Policy.
Representation
As agreed with the CD:
  • Represent Concern Worldwide Tanzania at local and national level
  • Liaise with grant recipient partners, government authorities at District, Regional and national level.
  • Contribute to policy dialogue with the Government and networks at various forums
PERSON SPECIFICATION
ESSENTIAL
• Master’s degree or equivalent in a relevant academic or technical fields
• At least eight years of working experience in development, at least 3 years of which should be in senior programme management, including experience in planning, developing and evaluating complex programmes and projects with minimum supervision.
• Proven ability in mentoring and developing staff potential
• Developed management skills including the; ability to motivate, support, monitor and mentor staff and to pass on this competency to line managers; ability to work to deadlines and under pressure; delegation, time management and prioritisation skills; excellent interpersonal, communication and team-building skills; ability to successfully network
• In depth knowledge of development issues, including working through partnership with national civil society organisations and a Rights Based Approach to development.
• Understanding of equality mainstreaming issues
• Previous Concern management experience
DESIRABLE
• Experience of planning and managing phase out exit strategies
• Practical experience of working and managing programmes in the food security, nutrition and/or water and environmental health sectors
• Knowledge of development programmes in other developing countries and lessons learned that are applicable to Tanzania
• Knowledge of Emergency Preparedness Planning
• Experience in working with partner organizations, government ministries, networking and donor relations
• Swahili language ability
