STATE MINING CORPORATION CAREER OPPORTUNITIES

The State Mining Corporation (STAMICO) is a state owned enterprise which was established in 1972 with the objective of developing mining industry.

Following changes in the economic policies of the earlier 1990’s in favour of private sector led mining industry development STAMICO and its subsidiaries were privatized and others were liquidated. The Government reversed the decision to close down STAMICO through Government Notice No. 88 of 2009, after lessons learned in the performance of the private sector led mining industry development and the need as per Mining Act, 2010 that Government to have free carried or purchased interest in large scale mines.

In that regard, STAMICO’s new responsibilities is to oversee Government interests in large scale mines, invest in the mining sector through mineral prospecting, development and operate mines, mineral trading, value addition, providing services in management of mines, drilling, consultant services to small scale mining and other related business.

In order for STAMICO to implement its new responsibilities and roles it desires to recruit suitable candidates to fill its vacant senior positions as per its approved organization structure.

 MANAGING DIRECTOR 

Managing Director is the Chief Executive Officer of the Corporation responsible in the day to day running of the institution to achieve its mission of investing in the mining industry through mineral prospecting; developing and operating mines; shareholding; mineral trading; value addition and provision of quality services in management of mines, drilling, consultancies and other related businesses.

1.1 Principal duties and responsibilities

Directs and supervises the administration of the activities under the responsibility of the Corporation ;
Ensures that the Corporation develops well focused vision and mission as approved by the Board of Directors;
Plans, Organizes, Co-ordinates, monitors, controls and evaluates implementation of Corporation’s policies and operations in order to achieve the Corporation’s goal and objectives;

Effectively promotes a positive image of the Corporation;

Chairs Management Team meetings;

Coordinates preparation and reviews the Corporation’s budget and ensures effective control as approved by the Board;

Coordinates the preparation of Strategic and Business Plans and submits to the Board of Directors for approval;
Keeps the Board of Directors regularly informed of any important matters that have a bearing on the functions of the board;

Operates the bank account and banking transactions as one of the authorized signatories;
Acts as the Accounting Officer of the Corporation responsible for implementing all policies;

Authorizes all payments whether of capital or revenue nature to ensure efficient and effective mobilization and utilization of resources;

• Advises  the  Board  of  Directors   on  the  Corporation’s

performance;

Directs and ensures that annual reports and statement of accounts are submitted to the Board of Directors;
Formulates policies and strategies aimed at improving revenue collection for the Corporation;

Supervises the application and review of Corporation Act, regulations and systems procedures, and ensures that STAMICO legal responsibilities and interests are well protected;

Liaises with the Ministry of Energy and Minerals and other stakeholders to promote an understanding of the problems and constraints that STAMICO sometimes encounters in its operations;

Ensures that core functions of the Corporation which are mineral rights acquisition, exploration, drilling, mine development, mining and mineral marketing and joint venturing are effectively supervised;

Provides consultancies and specialized technical services to small scale miners and other stakeholders; and
Conducts open performance review and appraisal of subordinates.

1.2 Professional Qualifications and Experience

Masters degree, PhD in geo-sciences, Masters in Business Administration or equivalent will be an added advantage. He must have an experience of over 10 years, 5 of which must have been in a senior position in the mining industry.

1.4 Remuneration

 DIRECTOR EXPLORATION AND DRILLING 

The Director of Exploration and Drilling reports to the Managing Director and has overall responsibilities of identifying new prospective areas for mine development and to generate Corporation income through provisions of exploration and drilling services.

2.1 Principal duties and responsibilities

Heads the directorate;

Identifies feasible economic mineral deposits in the country and recommend suitable targets;

Presents and recommends to the director general exploration projects to be undertaken;
Formulates and recommends suitable cost effective exploration to be applied in the Corporation projects;
Prepares and presents to the director general and eventually to STAMICO Board, annual plans and budget for the exploration programs and drilling jobs;

Monitors progress of STAMICO exploration projects as well as those under joint- venture and submit appropriate comments to the director general;
Provides drilling technical inputs during negotiations of drilling contracts;
Presents to the director general appropriate drilling technology

Reviews periodically performance of drilling rigs and recommend corrective measures;

Reviews training and skills needs of the staff in the directorate and recommends the appropriate training program
Keeps abreast with global trends in mineral of the exploration and mining;
Directs and supervises operations of department

Conducts open performance review and appraisal of subordinates and gives feed back;
Develops individual objectives/targets and all performance as part of the individual performance agreement in consultation with the immediate supervisor; and

Performs any other duties as may be assigned by the immediate supervisor.

2.2 Professional Qualifications and Experience

Holder of Masters Degree in Geology/Mineral Exploration with minimum experience of 10 years 5 of which must have been in a senior position

DIRECTOR MINING AND ENGINEERING SERVICES 

The Director of Mining and Engineering Services reports to the Managing Director and has overall responsibilities of developing and operating mines and mineral processing centers in small scale mining areas as well as providing mining engineering services.

3.1 Principal duties and responsibilities

Heads the directorate;

Directs and supervises the operations of the directorate;

Provides and oversees engineering services in mining and industrial sector;

Develops and operates medium and large scale mines and quarries;

Ensures that construction and installation of processing plants are carried out as planned;
Conducts research on mining and processing technologies;

Provides contract mining and consultancy services;

Provides technical services and equipment to small scale miners;

Develops  individual  objectives/targets  and  performance

standards as part of individual performance agreement in consultation with the immediate supervisor; and

Performs other duties as assigned by immediate Supervisor

3.2 Professional Qualifications and Experience

Holder of Master of Science Degree in Mining/Mineral processing with minimum experience of 10 years 5 of which must have been in a senior position.

3.3 Competence among others are:-

DIRECTOR INVESTMENTS AND MARKETING 

The Director of Investments and Marketing, reports to the Managing Director and has responsibilities of identifying, advising, and monitoring mining investments and promoting Corporation’s image and services.

4.1 Principal duties and responsibilities

Heads the Investments and Marketing directorate;

Directs and supervises the functions of the directorate;

Advises on economic and development minerals related issues;

Provides marketing and communication services;

Coordinates preparation of plans and budgets and evaluates their implementation;
Coordinates and monitor research and development projects with joint venture companies;
Checks the annual and semiannual performance reports submitted to him by the Managers;

In collaboration with the Managers monitors and evaluates program;

Develops individual objectives/targets and performance standards as part of individual performance agreement in consultation with the immediate superior; and

Performs any other duties as assigned by immediate superior

Holder of Masters Degree in Business Administration or equivalent with minimum experience of 10 years 5 of which must have been in a senior position.

DIRECTOR OF HUMAN RESOURCES MANAGEMENT AND ADMINISTRATION

The Director of Human Resources Management and Administration reports to the Managing Director of STAMICO and has overall responsibilities of advising on management of human resources and administration.

5.1 Principal duties and responsibilities

Advises and oversees recruitment, deployment and development, retirement and retrenchment of employees;

Coordinates and administers training program including evaluation of trainees and identification of fellowships and scholarships;

Prepares and advises on human resource and conducts human resource audit from time to time;
Coordinates staff performance appraisal;

Deals with disciplinary issues;

Facilitates insurance covers to the Corporation property;

Develops individual objectives/targets and performance standards as part of the individual performance agreement in consultation with the immediate superior and

Performs any other duties as may be assigned by the immediate supervisor.

5.2 Professional Qualifications and Experience

Holders of Masters degree in Public Administration or in Business Administration or equivalent from a recognized institution plus at least 10 years of relevant working experience in which 5 should be in a senior position.

5.3 Competence among others are:-

Fluency in written and spoken English and Swahili; and

 DIRECTOR FINANCE 

The Director of Finance reports to the Managing Director and has the overall responsibilities of managing financial resources of the Corporation.

6.1 Principal duties and responsibilities

Heads the directorate of Finance and Accounts;

Establish budget formats and directing budgetary control ;

Directing and coordinating the annual planning and ensures that all financial statements are prepared in accordance with International Financial Reporting standards (IFRS) and adherence with International Accounting Standards (IAS);

Manages financial resources and operations;

Develops and implements strategies for resource Mobilization;

Provides financial advice to the Management;

Develops individual objectives/targets and performance standards as part of the individual performance agreement in consultation with the immediate superior; and

Performs any other duties as may be assigned from time to time by superior

6.2 Professional Qualifications and Experience

Holder of MBA with CPA (T) or equivalent with at least 10 years post qualifying experience 5 of which must have been in a senior position.

Must be registered as authorized accountant with National Board of Accountants and Auditors (NBAA). Possession of computer application skills in various accounting computer package’s is a must. Well versed with International Financial Reporting Standards (IFRS).

6.3 Competence among others are:-

Ability to communicate with excellent writing skills;

Ability to supervise and direct multifunctional professionals; and
Strong working knowledge of computer programs: Microsoft word, Excel, and Accounting Packages.

 CHIEF ACCOUNTANT 

7.1 Principal duties and responsibilities

Heads the Accounts Section;

Ensures that payrolls and statutory reductions and liaise with Tax Authority on filling return on income;
Keeps a register of fixed assets;

Prepares annual accounts for audits;

Responds to audit queries and management letters;

Ensures receipt of revenue due to the Corporation;

Carries out stocktaking and prepares report;

Develops individual objectives/targets and performance standards as part of the individual performance agreement in consultation with the immediate superior; and

Performs any other duties as may be assigned from time to time.

7.2 Professional Qualifications and Experience

Holder of MBA with CPA (T) or equivalent with at least 9 years post qualifying experience 4 of which must have been in a senior position. Must be registered as Authorized Accountant with National Board of Accountants and Auditors (NBAA). Possession of computer application skills in various accounting computer package’s is a must. Well versed with International Financial Reporting Standards (IFRS).

CHIEF INTERNAL AUDITOR 

8.1 Principal duties and responsibilities

Heads the Internal Audit Unit;

Reviews compliance with corporate governance regularities and management of risks;
Recommends an efficient and effective internal auditing systems and procedures for the Corporation;
Reviews all policies regulations and procedures and advises the Corporation accordingly;

Conducts reviews on corporate compliance to the business plan;

Provides replies to audit quarries to External Auditors;

Examines and reviews financial statements and internal audit reports;

Takes steps to detect deliberate distortion of financial information;

Conducts internal audits of the Corporation and assess degree of adherence to the agreed programs policies and regulations;

Appraises operational and financial policies and regulations with a view of strengthening the internal control system to safeguard the assets and liabilities of the Corporation;

Prepares and implements audit plans;

Reviews and reports on the reactions by the management to internal audit reports and assists management in the implementation and follow up on the implementation of the recommendations made by Controller and Auditor General;

Conducts performance audits on development projects;

Prepares and circulates periodic fact sheets on Internal Auditing, Information of general and specific interest to the Corporation;
Reviews audit papers to ensure adequate audit coverage;

Develops individual objectives/targets and performance standards as part of the individual performance agreement in consultation with the immediate superior;

Conducts open performance review and appraisal of subordinates and gives feed back; and
Performs any other duties as may be directed by the immediate Supervisor.

8.2 Professional Qualifications and Experience

CORPORATION SECRETARY 

9.1 Principal duties and responsibilities

Heads the Legal Services unit;

Vets contracts and agreements involving the Corporation and other parties;
Ensures safe custody of legal documents e.g. contracts, title deeds and official seal;
Reviews legal reports and opinion on matters involving Corporation claims for presentation to the management;

Coordinates preparation of unit budget;

Conducts open performance review and appraisal of subordinates and gives feedback;

Develops individual objectives/targets and performance standards as part of individual performance agreement in consultation with the immediate supervisor;

Provides consultancy and advisory services on legal aspects of mining including agreements negotiation and contract drafting;
Provides secretariat services to the Board of Directors and Management Meetings;
Represents the Corporation in the court of law;

Provides insurance cover to the Corporation property and personnel; and
Performs any other duties assigned by Director General.

9.2 Professional Qualifications and Experience

Holder of LLM degree who has worked as a lawyer and is registered with relevant professional body and also registered advocate in Tanzania. Must have an experience of at least 8 years post qualification experience of 4 years of which must be at senior level.

 Head, Procurement Management Unit 

10.1 Principal duties and responsibilities

Heads the Procurement Management Unit;

Ensures that Corporation’s policies, strategies, standards and procedures on procurement;
Ensures timely availability of quality goods and services to support business operations, maintain optimum stock and reduce stockholding value;

Develops long-term and short term procurement plans in liaison with user departments;
Ensures that all procurements meet the Corporation’s quality specifications and standards;

Organizes and manages procurement through the Corporation’s Tender Board/Committee;
Provides secretariat services to the Corporation’s Tender Board;

Prepares budget for the unit and ensures its effective control;

Prepares timely and accurate reports and distributes to appropriate users;

Coordinates the preparation and implementation of annual procurement plans;
Coordinates training for the subordinate staff.

11.1 Principal duties and responsibilities

Heads the Information Communication Technology Unit

Establishes and coordinates the use of electronic and mail communications on Local Area Network(LAN) and Wide Area Network (WAN);

Advises on procurement of software and hardware;

Updates Corporation’s website in liaison with Communication Schedule;

Develops and coordinates Integrated Information and Communication Technology;
Carries out studies and propose areas of using Information Technology (IT) as an instrument to improve management, service delivery and record keeping;

Conducts open performance review and appraisal of subordinates and gives feedback;

Should have a working experience in IT for at least 8 years 4 of which should be in a senior position.

 MANAGER DRILLING 

12.1 Principal duties and responsibilities

Heads the Drilling Section;

Undertakes mineral exploration drilling on Corporation’s prospects;
Undertakes and supervises geotechnical drilling;

Leases drilling equipment;

Undertakes mineral and underground water contract drilling work;
Ensures that the maintenance and repairing of drilling rigs and other related equipment are done accordingly;
Maintains inventory of drilling accessories and materials;

Prepares budget for the section;

Conducts open performance review and appraisal of subordinates;

Develops individual objectives/targets as part of the individual performance agreement; and
Performs any other duties as may be assigned by the immediate supervisor.

12.2 Professional Qualifications and Experience

Prepares and implements mining and environmental management plans;

14.1 Principal duties and responsibilities

Heads the Mineral Processing and Engineering Services section;

Manages engineering workshop;

Supervises the collection of samples and coordinates metallurgical tests;
Directs and supervises the determination of flow sheets for mineral extraction;
Supervises environmental impact assessments and audits;

Coordinates construction and installation of processing plants;

Verifies the completeness of environmental study reports;

Monitors, inspects and advises on mineral beneficiation process to STAMICO mines;
Conducts open performance review and appraisal of subordinate and gives feed back;
Develops individual objectives/targets and performance standards as part of individual performance agreement in consultation with the immediate supervisor; and
Performs other duties as assigned by immediate Supervisor.

MANAGER SMALL SCALE MINING 

15.1 Principal duties and responsibilities

• Heads the Small Scale Mining  Section;

Organizes and facilitates targeted training for small scale miners on semi-commercial terms;
Coordinates geological investigations in order to identify mineral resources for mining;
Undertakes ore evaluation in the mineral properties of small scale miners and facilitate accessibility to financing institutions;

Imports and oversees local manufacturing of mining equipment and supplies e.g. explosives, activated carbon and lime;
Leases and sells equipment, tools and essential supplies to small scale miners and other stakeholders;
Establishes mineral processing and buying centers to cater for small scale miners;

Develops  individual  objectives/targets  and  performance

standards as part of individual performance agreement in consultation with the immediate supervisor; and

Performs other duties as assigned by immediate Supervisor.

 MANAGER PLANNING AND INVESTMENT 

18.1 Principal duties and responsibilities

Heads the Planning and Investments Schedules;

Prepares the budget for the section;

Coordinates preparation and review of strategic plans, business plans, action plans and annual Corporate budgets;
Coordinates the collection and processing of operations data;

Coordinates the identification and acquisition of mineral properties;
Coordinates preparation of annual and semi-annual performance reports, monitors and evaluates implementation of projects and programs;

Monitors and evaluates implementation of plans;

Undertakes contract work in value addition;

Advises on investment opportunities, share acquisition and trading, industrial minerals exploration and exploitation;
Analyzes techno-economic and feasibility studies and advices on investment opportunities;
