Our client Financial Sector Deepening Trust (FSDT) is a trust sponsored by five international development partners; DANIDA, CIDA, DFID, SIDA, the Bill and Melinda Gates Foundation (BMGF) as well as the Government of Tanzania. The FSDT’s goal is to generate sustainable improvements in the livelihood of poor households through reduced vulnerability to shocks, increased incomes and employment achieved through providing greater access to financial services for more men, women and businesses. The FSDT has worked on a number of initiatives that have generated a wealth of information and knowledge that it believes is beneficial to the market.
FSDT intends to appoint Remote Access Finance Specialist (RAFS) who will drive initiatives to increase remote access banking and explore the use alternative channels to deliver financial services that have potential in changing the landscape of access to and usage of financial services in Tanzania. The RAFS will report directly to the Technical Director and will focus primarily on:
• Providing specialist advice on mobile money, electronic payments and agency banking to mobile network operators (MNOs) and financial institutions
• Analyse policies and advise FSDT stakeholders on mobile financial services and related market developments
• Contributing to the management of the FSDT’s overall portfolio of projects and investments including customer and business propositions for using mobile money.
Summary of Key Duties and Responsibilities
The Remote Access Finance Specialist will be accountable and responsible, among others for:
• Market Analysis, Strategic and Business Planning-for related processes in mobile money, electronic payments and agency banking for Mobile Network Operators, financial institutions and other network/distribution channels operators
• Investment Cycle Management-Develop and maintain a pipeline and managing new investment opportunities for the FSDT for Remote Access initiatives
• Project appraisal and due diligence: Assessing potential new investments and undertaking necessary due diligence and managing the proposal and project management process
• Research and knowledge dissemination
• Monitoring and evaluation (M&E)-Monitoring the progress of investments made in each investee.
• Strategic Linkages-Support in developing and maintaining strategic linkages for the market with regulators, policy makers, private sector players and development partners etc
• Liaising with relevant agencies of Government of Tanzania and other stakeholders to ensure FSDT programme responds effectively to policy and regulatory demands for support in the market
Skills and Experience Required
• Minimum of a first degree level or equivalent in economics/ business law/ telecommunications/ finance/accounting but others will be considered
• At least 5-10 years experience in electronic payment systems, mobile money operations in financial institutions or mobile network operator, or consulting firm or in mobile money deployment in rural areas
• Knowledge of electronic payment systems, mobile money platforms, agency banking and related regulations,
• Capacity to identify and effectively appraise sound investment opportunities for financial sector development
• Experience preparing subcontracts and grant agreements and providing effective monitoring of projects, effective management of budgets
• Highly computer literate (especially MS Office and MS Projects)
• Good planner, clear and logical thinker and self starter
• Very familiar with working to tight deadlines, persistent, patient and unflappable under pressure
• Ability to transfer skills effectively to colleagues and counterparts.
