Call for Evaluator/Evaluation Team: External Final Evaluation of the Global Research Project:Supporting Policy Research to Inform Agricultural Policy in Sub-Saharan Africa and South Asia
The Global Development Network (GDN) seeks an evaluator/evaluation team for undertaking the final evaluation of the two and a half year Global Research Project Supporting Policy Research to Inform Agricultural Policy in Sub-Saharan Africa and South Asia aimed to help shape North-South and South-South debates on agricultural policies.[1] The project is supported by the Bill & Melinda Gates Foundation.
The objective of the evaluation is to evaluate the extent the project has achieved its stated objectives and assess the effectiveness of the policy research and outreach strategies. GDN wishes to engage either a single Principal Evaluator or a team comprising of one Principal Evaluator and two or more team members (assistants)
• (essential) demonstrated technical expertise in evaluation methodologies and previous proven skills and experience in undertaking evaluations related to policy outreach, preferably based on strong academic credentials
• (essential) a strong background and experience in evaluating research programs aimed at influencing policy and innovative outreach strategies
• (essential) excellent research and communication skills (in English) as evidenced by academic degrees (Ph.D. preferred) and a record of policy publications
• (essential) high analytical skills with experience in conducting interviews and surveys and interpreting data and information from innovative digital outreach technologies
• (preferred) experience with policy influence in developing countries and transition economies
• (essential) prior experience with evaluation of: a) advertising campaign effectiveness, b) brand visibility
The evaluation timeframe is from middle of October to December 2013. The budget for the evaluation (including consultancy, local taxes, anticipated travel, overheads, etc.) is USD 15,000.

The following information and documents must be provided as part of the proposal:
a. Proposed Evaluation Methodology
The applicant will provide a short overview of the proposed evaluation design, methodology, data collection, budget, timeline and task staffing chart (in case of a team).
b. Proposed Team and their Qualifications
The applicant (Principal Evaluator) will propose the team members with their CV’s, expertise, academic credentials, designated roles and responsibilities. Please include the following information in the Principal Evaluator CV:
• Contact details of three references
• Daily rate for your last 3 assignments
• Three reports written under your experience as a team leader of evaluations
• Confirmation of availability of the Principal Evaluator and/or the team members

The deadline for receipt of completed proposals is 20 October, 2013 (6:00 pm Indian Standard Time).
There will be telephone and/or face-to-face interviews with the applicants of the shortlisted proposals. Only applicants of shortlisted proposals will be contacted.
