Judicial Training Country Coordinator, Central Africa

The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit program that implements legal reform programs in roughly 60 countries around the world. ABA ROLI has nearly 700 professional staff working abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations, including human rights groups.
Job Summary:
ABA ROLI will soon be supporting the launch of a regional judicial training initiative initially focused on four Central African countries: Burundi, the Republic of Congo, the Democratic Republic of Congo, and Rwanda. During the initiative’s first phase, ABA ROLI will organize training and professional development opportunities for magistrates and court support personnel in the region, and will also implement constituency-building activities designed to engage key stakeholders in defining the scope, strategic direction and governance structure of a regional judicial training initiative. ABA ROLI is seeking a total of four highly-organized, proactive individuals (one per country) to coordinate program activities and handle logistics in their respective country.
These positions are for local hires in each of the following locations: Bujumbura (Burundi), Brazzaville (Republic of Congo), Kinshasa (Democratic Republic of Congo), and Kigali (Rwanda). These will be 50% part-time positions starting as soon as possible. Occasional regional travel is required.
Under the direction of the Program Director, the Country Coordinator will:
  • Liaise with contacts within the justice sector, including members of the Supreme Court, Judicial Council or equivalent, Ministry of Justice, and local civil society organizations to secure support for the regional judicial training initiative.
  • Coordinate the regional judicial training initiative activities within the country of responsibility, including stakeholder meetings, training workshops for justice sector personnel, and regional conferences on rule of law issues.
  • Collect, organize, analyze and report on program activities and impact, as well as relevant information pertaining to the country’s justice sector.
  • Provide the Project Director with country-specific analyses of foreseeable opportunities and risks.
  • Ensure that all activities are implemented in compliance with projects budgets and ABA policies and procedures.
  • Nurture relationships with funders, government officials, and other key national and international stakeholders to build ABA ROLI’s standing and promote program activities and impacts.
  • Assist in the development of proposals and budgets for new funding from third party donors and national governments to continue and expand upon regional judicial training initiative activities.
Education:
A law degree is required.
Experience:
  • A minimum of 5 years of legal and/or rule of law programming experience required;
  • Knowledge of the justice sector, the legal system and political context in the relevant country required;
  • Demonstrated planning, problem-solving, and program development skills required;
  • Professional oral and written fluency in both English and French required;
  • Excellent writing and organizational abilities with attention to detail required;
  • Ability to work proactively with minimal supervision is essential;
  • Consistently high levels of professionalism, judgment and discretion are essential;
  • Excellent oral communication and interpersonal skills are essential;
  • Previous experience working for donor-funded programs in a non-profit or development organization, including budgeting and financial compliance is preferred;
  • Experience organizing and coordinating high-profile events, conferences, and workshops is an asset.
