Country Human Resources Manager
Based in Dar es Salaam, Tanzania

SNV focusses its work on issues related to food, energy and water – three global challenges that strongly impact the poor and are closely linked to climate change. SNV delivers capacity development services to local civil society, public and private organisations increasing access to basic services, income and employment. SNV works in 3 sectors: Agriculture, Renewable Energy (RE) and Water, Sanitation and Hygiene (WASH). SNV is present in Tanzania since 1971.
The HR Manager is a member of the Country Management Team and is responsible for HR support for all country based staff, implements HR policies for all personnel in the country, carries out personnel administration and provides HR advice to the Country Director and the Sector Leaders.
The position functionally and hierarchically reports to the Country Director.
Responsibilities
Implementation of HR strategy and policies:
- Works with the Country Management Team to develop country HR strategy.
- Responsible for implementing country HR polices in line with Corporate Strategies under the five HRM pillars of Recruitment & Selection, Human Resource Development, Organisational Development, Health and Safety and Compensation and Benefits.
- Contributes and is responsible for the HR sections/tasks with regard to Business Development mainly contributing to HR sections in proposal writing and developing a database of staff to tap into whenever there are proposals to be submitted.
- Responsible for the management of contracts with local organisations, sub-contracted to provide capacity development services at sub-national level.
- Responsible for supporting organizational development of these local organisations through coaching, training, advising.
- Solves HR questions for all country based staff.
Personnel data administration:
- Responsible for the completeness and accuracy of personnel data for all Tanzania based staff.
- Manage payroll of all staff and the administration of all benefits for staff.
Reporting:
- Provides relevant reports to the Head of Administration Centre in Nairobi on the basis of corporate database.
- Performs quality checks on data, analyzing administrative bottlenecks or deficiencies and reporting this to the Head of Administration Centre.
- Provides monthly HR reports, mid-year and annual HR country report and any ad hoc report as requested by Country or Corporate office.
Candidate profile
Qualifications & experiences:
- Post graduate qualification in Human Resources Management.
- Minimum of 5 years work experience in Human Resources.
- Experience of working in a project implementation environment i.e. managing a flexible work force.
- Conversant with the labour market to ensure prompt and quality supply to meet demand.
- Active member of Human Resources Body/Networks in Tanzania.
- Managerial and/or supervisory responsibility is advantageous.

Skills:
- In-depth knowledge and experiences of HR tools under the five HR pillars mentioned above
- Knowledge on and proven experiences in modern Performance Management system and familiarity with performance based employees evaluation (appraisal and planning) system.
- Ability to coach.
- Familiarity with issues on workplace place HIV/AIDS policy.
- Computer skills (MS Office).
- Fluency in English.
Contract Duration: 2 years
