Locally known as the Walter Reed Southern Highlands
AIDS Program, the Henry Jackson Foundation Medical Research International
(HJFMRI) is an international non-governmental organization working in several
countries conducting research studies and providing care and treatment to
people affected by HIV/AIDS. HJFMRI is funded by the Presidents Emergency
Plan for AIDS Relief PEPFAR.
In collaboration
with the Ministry of Health and Welfare (MOHSW), HJFMRI has been leading a
comprehensive HIV/AIDS care and treatment program in the Southern Highlands of
Tanzania since 2004 with support from the President’s Emergency Plans for AIDS
Relief (PEPFAR). The program is based within the Mbeya Referral Hospital
and has since extended to more than 100 health facilities in Mbeya, Rukwa and
Ruvuma regions, which collectively represent a catchment area of about 6
million people. Mbeya region is one of high prevalence regions in
Tanzania and expansion of HIV care and treatment programs is critical.

Position: Malaria Project Manager
Reports to: Director,
HJFMRI HIV PROGRAM
Location: Dar es Salaam
General Overview:
The Project Manager will directly support
the Country Director, WRAIR and subordinate staff to manage, plan, coordinate
and execute current operations and develop future operational plans. Under the
supervision of the Director, HJFMRI HIV Program, the incumbent will support
program implementation through a combination of directing, managing, planning,
coordination and execution of program activities within WRP/HJFMRI. The Project
Manager will keep a close eye on quality of data collection, and support the
development of evaluation and research protocols.
Duties
and Responsibilities
·
Coordinate
activities with Tanzania Partners;
·
Oversee
quality assurance activities for data collection;
·
Support
development and execution of protocols;
·
Facilitate
planning and development within program through identification of budgetary,
human, equipment, infrastructure and other resource requirements;
·
Assist
partners in capacity building by establishing structures, tools and mechanisms
to improve services including enhanced data collection and fiscal accounting
and analysis and application of findings towards program planning;
·
Travel
within Tanzania for the purpose of program management, continued service
development, implementation and evaluation of research and service delivery;
·
Work
with partners to ensure the collection of quality data within relevant areas of
funding and the reporting of this data as required;

Assist
in – Country partners and Country Director of the Walter Reed Program Tanzania
in the submission of annual funding requests for continued support of care and
treatment activities;
·
Identify
and solicit funding from other sources as needed;
·
Provides
collaborative assistance to other research sites that require the incumbent’s
expertise;
·
Prepares
funding documents and written reports;
·
Develop
and maintain good working relationships with other partners, governmental and
non- governmental, within the three regions;
·
Attend
meetings with the US Government partners (PEPFAR and PMI);
·
Provide
monthly reports to Country Director and WRAIR Point of Contract.
Requirements:
·
Bachelor’s
Degree in related discipline (Science or management); Masters Degree in Business
Management, Public Health, International Relations or a relevant technical
field is required
·
Minimum
of five years of experience in health related project management and leadership
experience managing complex, multi-sector programs
·
Program
management experience and training in international setting, in particular, with
in a developing country situation
·
Program
monitoring and evaluation
·
Budget
development, management and reporting
·
Excellent
communication skills; ability to troubleshoot technical procedures; ability to
work independently and supervise others
·
Knowledge
about malaria disease and prevention and/or execution of epidemiology studies
based upon training or experience preferred
