ICTJ Brussels seeks a Finance Officer with at least seven years of professional experience in financial management. She/he will ensure compliance to the finance policy, administrative procedures, the national laws and other related organizational policies. This position will be based in Brussels and will report to ICTJ Brussels Head of Office.
Major Duties and Responsibilities
Under the guidance of the Brussels Head of Office and in close cooperation with ICTJ Finance Department, the Financial Manager will manage the day to day financial operations of the Brussels Office including:
- Preparation, management, and implementation of the Brussels office operating budget.
- Supports the Brussels office in ensuring effective and timely financial reports in accordance with generally accepted accounting principles.
- Reconcile all accounts in accordance with ICTJ’s chart of accounts and finance policy.
- Follow up on financial transactions, record and reconcile all payments and receipts in a timely manner.
- Prepare the monthly closing of Brussels accounts, including the oversight of the county office reports and prepare consolidated monthly financial management reports for managers and donors, including financial narrative, and variance analysis.
- Manage the financial and compliance aspects of the Belgian government and donors and ensure that expenses are incurred consistent with grant agreements.
- Coordinate and assist the Brussels office and country offices in preparing grant proposals and budgets to ensure that donors specific guidelines are adhered to and control and monitoring of county offices budgets and expenditures and ensure compliance with donors and ICTJ requirements.
- Ensure consolidated monthly/quarterly financial reports to ICTJ Finance Department.
- Implement and maintain accounting and financial internal control systems in order to provide appropriate level of security over the projects resources and operations, in consultation with t ICTJ Finance Department
- Support development of (and adjustments to) contracts and agreements, activity plans and financial reports and budgets.
- Undertake quality control of cash requests and financial/grant statements submitted by the county offices and monitor cash flow through preparation of cash budgets and funding requests to ensure that sufficient cash is always available to meet operational needs.
- Take initiative on cutting costs without compromising quality
Supervise the financial management of European Union (EU) grants including:
- Prepare budget proposals to the EU and other donors as necessary.
- Ensure the financial management of EU grants including reporting, invoicing, and disbursement.
- Monitor the cash flow and expenditure levels of EU grants.
- Provide field offices with budget reviews and analysis, including monitoring and reporting on financial overviews.
- Advise field staff on project management rules and procedures and provide technical support and training on EU grants management.
- Coordinate audits for the Brussels office and field offices.
- Provide support during the annual financial audit and governmental/funder audits and ensure that appropriate measures are taken to address audit findings and recommendations
- Take lead in procurement of goods and services in compliance with ICTJ and donor policy, including safeguarding the organization’s assets and maintaining inventory.
- Liaise with ICTJ Finance Department, accountants, and auditors as necessary on financial issues.
- Set up policies and procedures and train staff.
- Perform other duties as necessary and as requested.
Position Requirements
Education: Minimum of a Bachelor’s Degree in Accounting, Business Administration, Financial Management, or Commerce is required. Finance qualifications such as CPA, ACCA and equivalent are highly desirable.
Experience: Minimum of seven years of experience in financial management and accounting experience at the professional level of an NGO or not-for-profit organization. Minimum five years of EU grant management.
Related Skills or Knowledge:
- Experience of EU grant management and reporting, financial management and accounting in the not-for-profit sector, including donor reporting is essential.
- Experience with budget preparation and oversight.
- Experience across a range of finance functions (accounting, financial and grant reporting, audit, etc).
- Familiarity with the national tax law and regulations is required.
- High level of professionalism and attention to detail.
- Ability to work in an intensive and fast-paced work environment with a wide range of partners.
- Ability to communicate effectively with Finance staff, Program staff, vendors and clients.
- Proficiency in MS Office Applications, especially Word and Excel, is required. Experience in Pastel or Quick Books is desirable.
