Organizational Setting
|
The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows: "MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose". Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, works with the press to help clarify the technically complex work of the IAEA, and ensures that all Board documents are translated and distributed on a timely basis to Member States.
The Division of Information Technology provides support to the IAEA in the field of ICT (information and communication technology), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises state of the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.

Main purpose
|
Reporting to the Deputy Director General for Management, the Director:
- Provides direction for, and lead the IAEA's ICT strategy and its implementation.
- Directs and manages the IAEA's ICT and related services, including the development, direction and coordination of enforcement of standards, policies, procedures and guidelines for ICT and related security issues.
- Provides leadership and advice to the IAEA's managers on integrating and aligning ICT with their business objectives, and on best practices in ICT management.
- Participates in the formulation of information management policy, and in developing innovative approaches to strengthen the efficiency and effectiveness of the information management system.
- Provides advice and assistance to managers in the technical programmes on programmatic information systems and related issues.
- Plans, organizes, directs and evaluates the work of the Division of Information Technology, continuously reviewing its effectiveness to ensure appropriate levels of support for organizational objectives.

|
The Director is: (1) a leader, providing strategic direction, while inspiring the implementation of innovative solutions and best practices that address the IAEA's priorities; (2) a manager of the human and financial resources of the Division; and (3) an advisor to the Deputy Director General for Management on matters relating to ICT.

Partnerships
|
The Director:
- Forges agreements between central and decentralized ICT units on specific arrangements for service level support and investment options.
- Collaborates with other VIC based organizations on operational and technology matters.
- Represents the IAEA in UN wide meetings, including the ICT Network and the UN International Computing Centre Management Committee, and other ICT and management related groups.
- Collaborates with other administrative and management service provides within the Department to achieve optimal IAEA-wide outcomes.

Functions / Key Results Expected
|
The Director is accountable for:
- Leading a team of technology professionals in a way that encourages advances in capabilities and careers, while also deriving best benefit for the IAEA with the existing personnel capacities. Leading the IAEA IT governance processes, including policy promulgation and consensus building.
- Advising IAEA executives, especially the Deputy Director General for Management, as well as Directors and other IAEA staff on issues related to information and communication technology. Identify top topics, key risks, strategies, and executive-level information items, all conveyed in language that is understandable by the specific audience.
- Driving modernization and change in the IT infrastructure and services, including increased utilization of cloud services, enhanced mobility, retirement of legacy systems, and uptake of new and transformative technologies.
- Optimising the balance between operations and development, between in-sourcing and out-sourcing, between standardization and specialization, and between centralization and decentralization.
- Ensuring achievement of project goals and sustainment of operational excellence within stated budgets and schedules.

Knowledge, Skills and Abilities
|
- Demonstrated ability to think strategically, understand complex business strategic needs and set directions to align ICT solutions in order to facilitate business effectiveness, efficiency and continuous evolution. Significant exposure to a results-oriented approach, focused on timely and cost effective delivery of enterprise-wide solutions.
- Professional expertise: Demonstrated competence in the management of information and communication solutions supporting accelerated dissemination, advanced analytical processes and business process adaptability in an environment requiring the highest information security. Proven leadership, or at least senior participation, in the technical and cultural transition towards a Service Oriented Architecture, promoting accelerated and cost effective reaction to business evolution.
- Advanced knowledge of modern and developing information security threats and vulnerabilities and their solutions. Demonstrated ability to properly balance sensitive information protection and availability through solid understanding of technology.
- Leadership skills: Proven track record of excellent leadership, thorough knowledge of management principles and ability to foster an environment which promotes good performance, open communication, integrity, self-development and innovation.
- Excellent communication and presentation skills, i.e. the ability to represent the Division effectively, including the ability to deliver briefings to diverse target audiences as well as to conduct effective meetings with senior management and representatives of Member States and other stakeholders. in particular with a view to fund-raising funding or other assistance.

Education, Experience and Language Skills
|
- Advanced university degree in management, information management, computer sciences or other relevant area.
- Minimum of 15 years of professional experience in ICT and management information systems, strategic planning, large project management and other relevant areas.
- Of those, a minimum of five years of experience at a senior level in a public sector organization or NGO, preferably with experience in international and complex organizations.
- Experience in a large computer centre serving both centralized and decentralized ICT in diverse operational environments, and in supporting the implementation of an enterprise resource planning system.
- Fluency in both written and spoken English essential. Working knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian or Spanish) is desirable.

Remuneration
|
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $95 394 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $58 953*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation,home leave, pension plan and health insurance.
