Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; and three Technical Divisions, (i) Division of Concepts and Planning, (ii) Division of Information Management, and (iii) Division of Technical and Scientific Services, as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Section for Programme and Resources is part of the Office of the Deputy Director General, and is a support and coordination section for the whole Department. It deals with programme analysis and resource management, including budget and financial control, management information, human resources, designation of inspectors, travel, as well as a variety of other management and administrative issues.

Main purpose

Reporting to the Deputy Director General of the Department of Safeguards (DDG-SG), the Section Head has the responsibility to provide programme analysis and resource allocation for the Department of Safeguards. This requires the incumbent to provide management assistance to the DDG-SG in the formulation and execution of departmental policies and procedures, particularly with respect to staff and financial requirements and to provide general administrative support to all units of the Department.

Role

The Section Head is: an adviser to the DDG-SG and other senior staff on the design, planning, preparation, implementation and monitoring of the programme and budget of the Department of Safeguards; an analyst exercising insight, judgement, and skill in the analysis of the Department's resource requirements and distribution; a leader, promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience; amanager of the human, financial and material/equipment resources assigned to the Section.

Partnerships

The Section Head develops working partnerships and drives collaboration across the Department and throughout the IAEA, as well as with Member States. In particular, the incumbent works in close collaboration with his/her staff to ensure effective and efficient support to all departmental units in the management of the Department's human and financial resources and provision of administrative services. He/she works closely with the management and staff of the Department to provide guidance on the effective utilization of human and financial resources in light of programmatic needs and departmental strategy. Furthermore he/she interacts with other Departments and Offices within the IAEA in order to negotiate, develop and implement new approaches, policies and practices related to programme and resource management.

Functions / Key Results Expected

Management and organization
  • Plan, organize and supervise the work and deliverables of the Section and optimize the utilization of human, financial and material/equipment resources;
  • Manage the quality of all activities carried out by the Section;
Programme and resource management
  • Advise on and coordinate the design, planning, implementation and performance reporting of Departmental programme, liaising directly with division directors at a policy and strategic level;
  • Analyze and oversee the Department's financial and budgetary requirements; prepare all documents relating to the Department's programme and budget and financial performance; exercise oversight for extrabudgetary requirements;
  • Analyze and oversee the Department's human resource requirements; prepare the succession plan for departing or rotating staff; prepare more complex staff-related submissions and participate in advisory evaluation panels and the technical evaluation panel for safeguards inspectors;
  • Develop improved management policies, procedures and methods mainly with respect to planning, organization and control, particularly in the area of resource management (personnel, finance and management information) for the Department Head and assist in the introduction, maintenance and evaluation of policies, procedures, practices and methods;
  • Direct and control the systematic planning of the Department's collection and analysis of relevant managerial data; evaluate the results; take corrective action as appropriate;
  • Oversee the process of designating safeguards inspectors;
  • Oversee departmental travel and office space allocation;
  • Function as the Department's Health & Safety Officer.
Coordination
  • Represent the Department in IAEA-wide efforts to develop and implement new approaches, policies and procedures related to programme and resource management;
  • Maintain and build contacts with State representatives and actively participate in consultations and meetings related to projects, programmes and resource requirements including extrabudgetary contributions.

Knowledge, Skills and Abilities

  • Strong leadership skills so as to provide effective guidance to a team of professional and support staff and ability to provide feedback to staff and to encourage staff development.
  • Demonstrated ability to manage human, financial and material resources towards the achievement of stated objectives.
  • Demonstrated knowledge of quality management.
  • Sound theoretical and practical grasp of administrative processes including the functions of planning, organizing, staffing, coordinating, reporting and budgeting.
  • In-depth knowledge of organizational structure and behaviour.
  • Demonstrated analytical skills in drawing well-balanced conclusions when dealing with complex issues and in interpreting policies, approaches and guidelines in order to adapt them to cover complex situations.
  • Ability to take initiative and to work under his/her own direction including the setting of work priorities to meet deadlines.
  • Demonstrated communication and interpersonal skills, and the ability to establish and maintain effective working relations with IAEA staff at all levels and with representatives of Member States.
  • Demonstrated ability to work effectively as a member and a leader of cross-functional and multicultural teams with sensitivity and respect for diversity.
  • Demonstrated ability to write clear and concise reports in English and to make effective presentations.

Education, Experience and Language Skills

  • Advanced university degree in public/business administration or management.
  • Minimum of 10 years of relevant working experience, with at least five years at an international level including experience in programme formulation and analysis, financial management and human resource management.
  • Demonstrated experience in responsible positions involving management of projects and supervision of staff.
  • Understanding of the IAEA and international safeguards desirable.
  • Excellent command of spoken and written English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $49 894*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation,home leavepension plan and health insurance.
